Role Purpose:
The senior project manager will work closely with the Team Lead to manage and deliver specified project output targets, metrics and milestones and coordinate with the relevant project partners for effective delivery of the project deliverables as per the British Council Policies and Standards.
Main Accountabilities:
- Active involvement in inception phase activities and planning.
- With guidance from Team Leader, identifying consultants to conduct baseline and other assessments.
- Overall performance management of the project as per British Council Policies.
- During inception, establishment of the office in Islamabad and recruitment of staff.
- Represent British Council at internal and external stakeholder meetings.
- Development and monitoring of the detailed operating procedures and systems necessary for the management of the programme and disbursement of funds.
- Finalisation and oversight of implementation responsibilities, deliverables and annual work-plans.
- Handling the disbursement of and accountability for EU funds, including thorough financial reporting and annual audits.
- Sub-contracting national/local organisations to implement the programme.
- Monitor programme performance and manage performance of sub-contractors in line with the EU Supply partner code of conduct.
- Responsible for building the capacity of team on British Council management systems; financial reporting; monitoring and evaluation; and evidence generation.
- Drafting, reviewing and submitting progress reports and as part of the EU Review process.
- Set out, on a quarterly basis, the progress made towards achieving log frame milestones with recommendations for corrective action.
- Ensure implementation of due diligence, duty of care, delivery chain mapping, safeguarding and other compliance requirements listed in the ToRs.
- Maintain strategic relationships with external stakeholders to enable effective project delivery in the field
- Interpret and follow British Council and donor project procedures (project, financial and risk reporting) to ensure compliance with all systems and standards
- Support the Team Leader in monitoring the budget and expenditure for relevant project activities
- Provide programme expenditure tracking support to Finance Manager on a regular basis.
- Ensures that the project is compliant with all internal policies and processes of British Council
- Contributes to development of, owns and delivers, the Programme Management Plan
- Identifies risks in a project or programme and puts together mitigation strategies with SRO.
- Responsible for data management including timely data entry, quality assurance of data, undertaking basic analysis of monitoring data, and developing progress reports.
- Undertakes programme-specific data collection as needed and works with colleagues to identify indicators and tools for data collection, quality assures all data, and undertakes basic analysis.
- Supports the design of results-based programmes including development of basic M&E plans and results frameworks.
- Undertakes lessons learned and action-reporting and shares learning for future design.
- Leads on relationships at a project/programme level.
- Holds delivery partners to account including supply chain management where applicable.
- Communicates internally and externally about a project’s success/challenges and lessons learned.
- Manage and control the agreed budget, expenditure and income against plans, ensure accuracy of reports and ensure sound financial management and analysis across the portfolio through monthly finance reviews and quarterly business reviews.
- Ensure timely and accurate planning and forecasting, timely reporting of risks, including financial and identify opportunities and mitigation actions
Role Requirements:
- Foundation level Project Management qualification (in-house training or evidence of CPD in this area could be considered)
- Experience of managing programmes that have met project closure and audit standards.
- Knowledge/ and.or experience of working with at least two types of funding sources within a structured compliance regime.
- Experience of client management, partner management and/or contract management.
- Experience of managing a wide range of stakeholders.
- More than 3 years experience managing projects or managing aspects of programmes.
- Experience in spotting risk in a project or programme and putting together successful risk mitigation with SRO
- Understanding of MEL principles
- Experience of managing teams.
- Experience of conducting lessons learned reviews/After action reviews to inform future programme design and management.
