The Education Specialist (Learning) is based at the Sindh Field Office (FO), Pakistan. The Education Programme is a major component of the Country Programme, and the Field Office also has a major Education Programme. The Education Specialist (Learning) reports to the Education Manager who is at Level 4 (P4).

Under the guidance and general supervision of Education Manager (Level 4), the Specialist (Learning) plays a critical role in strengthening education systems by focusing on foundational learning to enhance learning outcomes. The Specialist leads the design, implementation, monitoring, and evaluation of programs that integrate core learning competencies with relevant life skills, aiming to prepare children for a rapidly changing world. This includes foundational literacy, numeracy, and social emotional skills as well as digital skills, both in formal and non-formal contexts to create more resilient, future-ready learners. The post will also provide technical leadership and support in UNICEF's work on designing, implementing, and regularly monitoring and reporting on quality pre-primary ECE programmes in the province, contributing to programmatic and system level targets in the province.

The Specialist contributes to the achievement of results according to plans, allocation, results-based management approaches and methodology (RBM), as well as UNICEF's Strategic Plans, standards of performance, and accountability framework. A particular focus is technical support on learning for the GPE-funded System Transformation Grant (STG) in the province.

Minimum requirements:

  • Education: An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.
  • Work Experience: A minimum of five years of professional experience in programme planning, management, and/or research in education is required.
  • Experience in technical assistance and/or management of programmes to improve learning outcomes is required.
  • Language Requirements: Fluency in English is required.

Desirables:

  • Experience with foundational literacy and numeracy is considered as an asset.
  • Developing country work experience and/or familiarity with emergency contexts is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
