Background and Context

The REMIT programme is supporting Export Development Fund (EDF) in strategic reforms to improve its impact on Pakistan's export competitiveness and sectoral development. a comprehensive EDF strategy was prepared to align the Fund's activities with national trade objectives, promote transparency, and implement targeted financing instruments. This strategy includes the creation of specialized financing windows to respond to export development needs. Priority windows have been identified for immediate operationalization; Firm-level product development and innovation grants, Export marketing and promotion, Standards and Compliance, Capacity building of trade associations and chambers and Challenge Fund.

Objectives of the Assignment

The primary objective of this assignment is to support the Export Development Fund (EDF) in the design, operationalisation, and initial implementation of strategic financing windows. REMIT will provide technical assistance to EDF in designing and executing the fund architecture for each window, covering governance frameworks, resource mobilisation strategies, eligibility and selection criteria, financing modalities, disbursement procedures, and monitoring and evaluation systems.

Scope of Work

The Associate Consultant will support the design and operationalisation of EDF Windows by assisting in developing governance structures, fund architecture, and operational frameworks. Responsibilities include contributing to eligibility criteria, application templates, SOPs, risk management, and M&E frameworks; supporting stakeholder consultations and capacity needs assessments; and providing inputs to the pilot roll-out, including proposal screening and award processes. The Associate Consultant will also assist in preparing communication and outreach strategies for effective promotion of the windows.

Consultant Profile

The Associate Consultant will support the operationalisation of EDF financing windows by providing implementation, coordination, and technical assistance. This role is key in ensuring the smooth execution of SOPs, documentation, and stakeholder consultations.

Key Responsibilities

  • Assist in developing SOPs, eligibility criteria, and operational tools.

  • Draft proposal templates, scoring criteria, risk frameworks, and outreach materials.

  • Coordinate logistics for stakeholder consultations and compile feedback.

  • Support the design of M&E and reporting tools.

  • Conduct research and assist in policy support related to export financing.

  • Document best practices and sustainability plans for the financing windows.

Qualifications

  • Master's degree in Development Studies, Economics, Environmental Policy, or Business Administration.

  • 5–7 years' experience in programme implementation, policy support, or export-related initiatives.

  • Familiarity with grant-making, export value chains, and institutional capacity-building.

Preferred Skills

  • Strong coordination, research, and reporting skills.

  • Excellent written and verbal communication.

  • Detail-oriented with ability to manage multiple tasks.

The consultant will report to REMITs Investment Lead
