Ongoing Recruitment – STTA Senior National - Public Health Expert (Disability & Inclusion)
Evidence for Health (E4H) is a FCDO-funded programme aimed at strengthening Pakistan's healthcare system. E4H (2023–2027) provides technical assistance to Punjab, Federal, and KP governments, implemented by Palladium in partnership with Oxford Policy Management (OPM).
The TA supports governments through a flexible, embedded, and demand-driven model to achieve a resilient health system that is prepared for emergencies, responsive to evidence, and delivers equitable, quality, and efficient healthcare services. E4H delivers TA across three outputs:
- Output 1: Strengthened integrated health security for preparedness and emergency response.
- Output 2: Strengthened evidence-based decision-making for accountability and performance.
- Output 3: Improved implementation of Universal Health Coverage (UHC).
Disability inclusion remains a challenge in Pakistan's health system. The TA will conduct a structured assessment of public health facilities across selected urban and rural districts in Punjab to evaluate inclusivity of health services across infrastructure, staff capacity, and service delivery processes—benchmarked against national legislation and international best practices. The assessment will generate actionable recommendations and a prioritised roadmap for institutionalising disability-inclusive practices.
Strategic ApproachThis TA is a direct request from the Special Secretary (Operations), H&PD, and supports UHC reforms by identifying systemic barriers to equitable access for persons with disabilities. It aligns with SDG 3.8 and SDG 10.2, and with Pakistan's Essential Package of Health Services (EPHS). It translates commitments into actionable reforms and complements other E4H efforts by embedding disability inclusion within existing platforms.
The TA demonstrates E4H's demand-responsive model and aims to mobilise timely technical support in response to provincial priorities, strengthening coherence and reach of broader programming.
ObjectivesThe specific objectives of the TA are:
- To assess the disability inclusion readiness of public health facilities across six districts in Punjab, evaluating infrastructure, service delivery, staff readiness, and institutional processes against international benchmarks, and identify key gaps.
- To generate actionable, system-level recommendations and a scalable assessment framework to inform inclusive health reforms, guide infrastructural upgrades, and support institutionalisation of disability-responsive practices within Punjab's health system.
The TA covers a comprehensive, multi-phase assessment of 30 public health facilities across six districts in Punjab (three urban, three rural). It uses a mixed-methods approach—combining infrastructure assessments, staff and patient interviews, and policy reviews—to identify barriers to inclusive service delivery. The assignment spans six months in five sequential phases:
- Phase 1: Planning and Inception
- Engage with H&PD to finalise scope and stakeholder engagement.
- Select districts and facilities using stratified sampling to ensure diversity.
- Develop an Inception Report with work plan and risk mitigation.
- Phase 2: Tool Development and Training
- Design data collection tools based on WHO guidance and international best practices; adapt checklists to capture physical access, service readiness, staff training, and patient dignity.
- Develop training materials and conduct a surveyor workshop with field pilots.
- Phase 3: Field Assessment and Data Collection
- Deploy teams with civil engineer, disability expert, and data analyst to conduct on-site assessments, staff interviews, patient feedback, and collect evidence.
- Phase 4: Data Analysis
- Consolidate data, identify barriers, facility readiness scores, and variations by district/facility type; map against standards; create a feasibility matrix and scalability assessment.
- Phase 5: Reporting & Dissemination
- Draft facility-level and consolidated reports; develop a technical policy brief and slide deck; hold a validation workshop with key stakeholders; incorporate feedback and finalize deliverables.
This TA will deliver structured deliverables aligned with phases, supporting decision-making and long-term institutional integration of disability-inclusive health practices. A capacity transfer and transition plan will ensure sustainability, with emphasis on shifting to an inclusive culture within Punjab's health system and aligning with UHC goals.

Role Requirements
Lead overall TA with a focus on disability inclusion, providing technical leadership, ensuring alignment with global and national standards, guiding tool design, facility assessments, and policy outputs.
Technical Expertise- Postgraduate degree in public health, health policy, disability studies, or relevant field.
- Minimum 15 years' overall experience; experience in disability inclusion, accessibility standards, and health systems.
- Familiarity with UNCRPD, WHO guidelines, and Punjab disability frameworks preferred.
