Assistant Manager Cost Analysis

Job Purpose:

• We are seeking a highly skilled and detail-oriented Assistant Manager to oversee Budgeting & Forecasting, Contract Management, and Payments within NOMC domain. This role is critical to ensuring financial discipline, optimizing costs, and managing vendor contracts and payments effectively. The ideal candidate will have a strong background in financial planning, contract management and payment processing, with a deep understanding of the telecom industry. The Assistant Manager will collaborate with cross-functional teams to drive financial performance and operational efficiency.

Job Responsibilities:

• Develop and manage the annual budgeting process for telecom network operations, ensuring alignment with organizational goals.
• Prepare detailed financial forecasts, including operational and capital expenditures.
• Collaborate with function heads to gather inputs and assumptions for accurate budgeting and forecasting.
• Monitor budget performance, analyze variances, and provide actionable insights to senior management.
• Tracking and ensuring the investment & Capitalization target achievement for NOMC department
• Develop scenario analysis and sensitivity models to assess the financial impact of changes in market conditions or business strategies.
• Oversee the contract management process
• Maintain a centralized contract repository and track key milestones, renewal dates, and compliance obligations.
• Conduct regular contract reviews to identify cost-saving opportunities and ensure value for money.
• Manage the payment process for vendors, suppliers, and contractors, ensuring timely and accurate disbursement of funds.
• Verify payment requests against contract terms, purchase orders, and delivery receipts to ensure compliance.
• Implement and maintain robust payment controls to prevent fraud and ensure financial integrity.
• Prepare payment-related reports and provide insights into cash flow management.
• Work closely with finance, procurement, operations, and legal teams to ensure alignment on budgeting, contract management, and payment processes.
• Provide financial insights and recommendations to support decision-making and strategic planning.
• Act as a key point of contact for vendors and suppliers regarding contract and payment-related matters.
• Identify and implement process improvements to enhance efficiency and accuracy in budgeting, contract management, and payment processes.
• Ensure compliance with internal financial policies, industry regulations, and accounting standards.
• Stay updated on industry trends and best practices in budgeting, contract management, and payment processing.

Education:

• Master's degree in Finance, Accounting, Business Administration, or a related field.

Work Experience:

• 5+ years of experience in budgeting, forecasting, contract management, and payments, preferably in the telecom or technology sector.
• Proven experience in financial planning and analysis, contract management and payment processing.
• Familiarity with telecom operations, including network infrastructure, equipment, and service delivery.
