Background

The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-month program (2021–2025) funded by the UK's Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI). The program provides technical assistance to Pakistan to implement reforms for macroeconomic stability, growth, prosperity, job creation, and poverty reduction. It supports the Government of Pakistan and its agencies to strengthen revenue mobilisation, improve investment climate, facilitate trade, and enhance macroeconomic management.

REMIT aims to boost Pakistan's revenue through various interventions. As part of its modernization efforts, in partnership with the Federal Board of Revenue (FBR), the program is introducing an AI-powered Chatbot to improve taxpayer services. This initiative will offer 24/7 multilingual support, enhance compliance, and support FBR's digital transformation. The pilot phase is scheduled for July 2025, with full deployment by September 2025, and ongoing maintenance and improvements through September 2026.

Job Summary

The Project Manager will oversee the AI Chatbot project from start to finish, ensuring effective collaboration between the vendor (Workcycles Pvt), FBR teams, and other stakeholders. The PM will act as the main point of contact, coordinating the technical team, FBR, and vendors, and managing the training, User Acceptance Testing (UAT), pilot deployment, and ongoing maintenance. The PM will ensure project timelines, milestones, risk mitigation, and deliverables align with the Functional Specification Document (FSD) and REMIT's objectives.

Duties & Responsibilities:

  1. Oversee the design, development, training, deployment, and maintenance of the AI Chatbot as per the FSD.
  2. Act as the primary liaison between FBR, REMIT, and the vendor to ensure project alignment.
  3. Provide strategic and operational support to FBR and REMIT teams during implementation.
  4. Monitor project progress, adherence to schedules, and quality standards.
  5. Manage cloud hosting billing, chatbot integration, and migration to on-premises infrastructure.
  6. Ensure compliance with FBR's Data Governance and Security Framework.
  7. Lead User Acceptance Testing (UAT), pilot launches, and full rollout, incorporating feedback for improvements.
  8. Train FBR staff on chatbot maintenance and usage.
  9. Supervise chatbot performance in collaboration with FBR teams.
  10. Deliver progress reports, risk assessments, and performance analytics to senior leadership.
  11. Coordinate and complete all aspects of the project.
