Job Summary:

Ipas is an international non-governmental organization (INGO) working to assist the Government of Pakistan in achieving Sustainable Development Goal 3 (good health and wellbeing). Founded in 1973, Ipas pioneered the development of manual vacuum aspirator technology for safe uterine evacuation, endorsed by WHO and various countries including Pakistan. In Pakistan, Ipas aims to support government and development partners in reducing maternal mortality and morbidity related to unsafe practices by providing technical assistance and strengthening healthcare systems in collaboration with provincial governments.

Ipas seeks an experienced research, monitoring, and evaluation (RM&E) professional for the position of Senior RM&E Advisor. This role involves planning and implementing monitoring, evaluation, and research activities, leading technical approaches, assessments, and knowledge dissemination. Success depends on expertise in M&E frameworks, SDGs, data analysis, and strong communication skills. Critical thinking, problem-solving, and a commitment to continuous learning are essential.

Primary Responsibilities:
Monitoring and Evaluation:
  • Implement M&E systems and databases for the program.
  • Develop and utilize dashboards and analytics for decision-making.
  • Recommend and implement suitable information systems for routine monitoring data.
  • Create M&E guidance documents, tools, plans, and frameworks.
  • Manage M&E activity budgets and project timelines.
  • Prepare reports for Ipas and donors, ensuring compliance and quality.
  • Contribute to funding proposals and concept notes.
Accountability, Learning, and Knowledge Management:
  • Mitigate risks related to RME activities and ensure policy compliance.
  • Develop community accountability mechanisms.
  • Promote a culture of data-driven decision-making and learning.
  • Document best practices and lessons learned.
  • Develop and implement learning agendas.
  • Integrate RME findings into program design and policies.
  • Create knowledge products for dissemination.
  • Foster internal learning and capacity building.
  • Collaborate with stakeholders to address knowledge gaps.
Presentation:
  • Present results to donors and external audiences.
  • Collaborate with institutions and experts on monitoring issues.
  • Represent Ipas at external meetings and conferences.
Travel:
  • Approximately 30% travel within Pakistan for program activities.
Other Tasks:
  • Perform additional duties as assigned.
  • Travel with supervisor's approval as needed.
People Management:
  • Manage team targets and performance.
  • Support team capacity development.
Requirements:
Minimum:
  • Advanced degree in relevant fields (public health, epidemiology, etc.).
  • At least 15 years' experience in M&E.
  • Knowledge of quantitative and qualitative M&E methodologies.
  • Understanding of research ethics and sampling approaches.
  • Skills in data collection, analysis, visualization, and software (e.g., STATA, Excel).
  • Experience in program planning, coordination, and reporting.
  • Strong communication skills in English and Urdu.
  • Experience in non-profit settings and cross-cultural environments.
Preferred:
  • Qualifications in medical or public health fields.
  • Experience in Pakistan's health system and reproductive health sector.
  • Knowledge of SDGs, clinical trials, and quality-of-care standards.
