Overview

The Revenue Mobilization, Investment and Trade (REMIT) program, funded by the UK's Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI), runs for 39 months (2021 – 2025). The program supports reforms to strengthen macroeconomic stability, promote growth, job creation, and poverty reduction, and assists the Government of Pakistan to improve revenue mobilisation, investment environment, trade facilitation, and macroeconomic policy management.

The program's notable achievement includes the rollout of Compliance Risk Management (CRM), designed to enhance FBR's ability to detect non-compliance and mobilize additional revenues.

Job Summary

We seek one risk assessment specialist to design and perform an outward-looking review process to ensure FBR's Compliance Risk Management (CRM) remains adaptive and resilient. Using IMF and OECD guidance, the role identifies political, economic, sociocultural, technological, legal, environmental, and cross-border shifts that influence taxpayer behavior and compliance. Insights will be translated into concise, actionable intelligence linking external developments to adjustments in CRM rules, thresholds, and nudge strategies. The consultant will author decision-focused ES Notes for the CRM Committee and maintain a Change Log documenting how the system evolves in response to external pressures. Success is measured by the system's ability to anticipate risks, exploit opportunities, and strengthen credibility in tax administration.

Duties and Responsibilities

• Carry out the ES cycle with continuous signal detection, analysis, and synthesis of external intelligence.
• Conduct systematic environmental analysis using the PESTLE+ framework to assess impacts on tax compliance.
• Translate external trends into concrete, actionable intelligence and propose behavioral implications for taxpayers and adjustments to risk parameters, thresholds, targeting, and nudge content.
• Author concise, decision-focused Quarterly ES Notes (max. 2 pages) for timely, evidence-based CRM Committee decisions.
• Serve as the primary evidence producer, documenting the link between external shifts and adaptive responses in an auditable narrative.
• Ensure comprehensive coverage, identifying emerging threats and opportunities for both corporate and non-corporate sectors.
• Maintain the central CRM Change Log with a chronological record of system logic evolution.

Qualifications and Experience

Education: A master's degree in Risk Assessment, Business Administration, Public Administration or Economics from a top-tier institution is mandatory.

Experience: Minimum 3–5 years in strategic consulting, policy analysis, market research, or business intelligence.

Core Competencies:

• Strategic Research & Synthesis: Ability to lead in-depth assessments combining benchmarking, system analysis, and stakeholder insights to produce strategic roadmaps.
• Analytical Acumen: Capacity to analyze complex environments, identify gaps, and formulate data-driven recommendations for governance and decision-making.
• Requirement Gathering & System Alignment: Experience translating objectives into actionable system and process requirements.
• Executive-Level Communication: Strong writing and reporting skills for persuasive, data-rich assessment reports.
• Preferred Experience: Experience on World Bank or FCDO-sponsored governance programs and familiarity with the public sector regulatory landscape.
