Deputy Team Leader II

Qualifications required:

1. At least at Master's level in Rural Development, agriculture and economics, or a relevant University degree at Bachelor's level with an additional relevant specific professional experience of at least five years;
2. The evaluation team must have a cumulative experience of at least 15 years in the field of evaluation, mostly in, but not limited to, development cooperation;
3. The evaluation team will have command of English at level C2 of the Common European Framework of Reference for Languages (CERF) – both spoken and written;
4. At least one member (from the core team) shall possess a level C1 expertise in Urdu;
5. Computer literacy and excellent report writing skills;
6. Good communication, adaptability and social awareness.

Professional experience required:

1. Experience with impact assessments of capacity building actions, institutional frameworks and logframes/intervention logics for similar programmes;
2. The evaluation team must have a cumulative working experience of at least 5 years in each of the following areas: private sector, SMEs, agribusiness, climate smart agriculture, access to finance, rural development, and value chain;
3. For both DTL (collectively): At least five rural development/agribusiness projects and experience of conducting at least two tracer studies (impact assessment or similar) in rural development/agribusiness, preferably including international experience;
4. The evaluation team must have at least 12 years of working experience in Asia, preferably in South Asia (Afghanistan, Bangladesh, Bhutan, India, Nepal, Maldives, Pakistan, Sri Lanka);
5. The evaluation team must have at least 5 previous experiences of working with gender mainstreaming;
6. The evaluation team must have at least 5 years of experience in research, analysis, review, and assessment of complex data. Relevant experience conducting tracer studies and being well-versed in tracer study methods and techniques is especially important;
7. The evaluation team must have at least two (2) previous experiences in communicating and disseminating evaluation results to a variety of audiences using different dissemination products and platforms, including social media.

Each Deputy Team Leader will manage Part I and Part II of the evaluation assignment respectively. During the assignment, they will be based in Islamabad, with missions to Sindh and Balochistan. They will be entitled to work from home for a fraction of their time, to be defined in the Organisation & Methodology. Part II will be an impact assessment and focus on the early signs of impact of the capacity building of GRASP programme in terms of improved institutional framework, capacity building of primary producer, Business intermediary organisations (BIOs) and SMEs, access to market and finance. For this, the expert will need to analyse the logframe and reconcile the intervention logic, which is output to outcomes connection in order to be able to assess the level of impact that the programme had at result level. Programme activities will be analysed mostly at Part I but Part II will look into developing a methodology to observe results at impact level, whether there are, and deliver the study. The purpose of this assignment is to test the following hypothesis:

1. The activities performed in the four outcomes have contributed to improve the business environment and the selected value chains;
2. The improved capacities of primary producers, BIOs and SMEs has had an impact enhancing the economic situation in the selected districts;
3. The project's design/set up was appropriate in view of the expected results.

The indicative start date is 26/04/2025 and the period of implementation of the specific contract will be 183 days from this date. Indicative end date: 15/10/2025. Includes a field mission of at least 45 working days in Sindh and Balochistan.
