The Government of Pakistan has received financing from the International Development Association (IDA) toward the cost of Digital Economy Enhancement Project (DEEP) and intends to apply part of the proceeds for consulting services, which shall be implemented by the National Database and Registration Authority (NADRA).

The consulting services ("the Services") include professional expertise of Financial Management Specialist at a monthly lump sum remuneration. National Database and Registration Authority (NADRA) being Project Implementing Unit (PIU) intends to hire services of Financial Management Specialist for DEEP that can assist the project management in relevant field. The consultant, as an expert in the field, will provide required services maintaining highest degree of integrity and ethical standards. The services of individual consultant shall be initially hired for a period of one year, extendable depending upon the requirement of the project and performance of the consultant.

National Database and Registration Authority being project implementing unit invites eligible candidates ("Consultants") to indicate their interest in providing the Services as Financial Management Specialist in Digital Economy Enhancement Project. Interested Candidates should provide information demonstrating that they have the required qualifications and relevant experience to perform the expected Services. The shortlisting criteria are:

1. Chartered Accountant or ACMA/ACCA, preferably FCMS/FCCA, with article ship or equivalent. An MBA (Finance) or financial management qualification, with good proven experience of project management may be an acceptable equivalent.
2. At least 10 years of experience in relevant field with minimum experience of 5 years in financial management of donor funded projects or public sector institutions.
3. The candidate must be well versed with World Bank Finance Management Guidelines & Regulations and GoP requirements and possess extensive experience working with Ministries and AGPR etc. including hands-on experience on budgets and TSG cases.
4. Good knowledge and experience in use of a well-known accounting software package(s) and allied tools. Along with deep knowledge in financial resources management and contract management.
5. Experience of developing computer based financial management systems and preparing accounting and budgeting statements for large projects.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" September 2023, setting forth the World Bank's policy on conflict of interest.

A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
