The Pak Alliance for Maths and Science (PAMS) – Terms of Reference (ToRs) for the Framework Agreement for Printing Services

The Pak Alliance for Maths and Science (PAMS) is a non-profit with a mandate to inform and advocate for a learning environment which keeps the interest of Pakistani students at the heart of policy and practice reform. PAMS has conducted research, piloted innovations, provides technical support to government entities, and advocates for education reform. The organization has head office in Islamabad, with Policy Units based in Karachi, Lahore, Peshawar, and Gilgit.

As part of its community engagement, events and STEAM promotion activities, PAMS requires a qualified vendor to undertake the printing and delivery of engagement materials. The selected vendor will be engaged under a framework agreement with fixed rates for one year, and printing jobs will be contracted through individual call-down contracts/work orders as and when required.

Scope of Work

1. Printing rates: The rates will remain fixed for one year on a per unit and per square foot basis. Printing volumes are not definable at this stage; orders may vary (e.g., 10 units or 1,000 units). Vendors are expected to provide competitive per-unit/per-square-foot rates accordingly. The selected vendor will ensure quality, timely delivery, and adherence to technical requirements.
2. Certificates – Rate to be quoted per unit (rate for 1 unit and 1,000 units remains the same).
3. Roll-up Standees – Printing & delivery included; Rate to be quoted per standee (per unit).
4. Banners – Frame options: Wooden / Steel / Iron; Rate to be quoted per square foot (rate remains the same for 1 sq. ft. and 80 sq. ft.).
5. Stage Backdrop Banners – Size: As per requirement (rate basis per square foot); Material: Star Matt Flex; Frame: Wooden / Steel / Iron; Rate to be quoted per square foot.
6. Cheques – Rate to be quoted per cheque (per unit).
7. Books – Printing: Four-color offset printing; Rate to be quoted per unit (rate for 1 unit and 100 units remains the same).
8. Photo Booth – Printing: Customized branding as per PAMS design; Size: Standard booth size (vendor to propose dimensions); Transportation, delivery, and installation included; Rate to be quoted per unit (per booth).
9. Shields – Options: Wooden base with acrylic/glass front; Full acrylic (clear / frosted / colored); Each shield in protective box/case.
10. Agenda, 1-pager – Options: Black & White and Color Printing; Paper: 80 and 128; Size: A4 and A5 and 5.5 × 5.5; Rate to be quoted per unit (rate for 1 unit and 100 units remains the same).

Deliverables and Timeline

The vendor will enter into a Framework Agreement valid for one (1) year (till 24 September 2026).

Timeline:

• Date of issue of ToRs: 12 September 2025
• Contract Start Date: 25 September 2025
• Contract End Date: 24 September 2026

Quotation requirements

• Applicants must submit a formal quotation (soft copy) clearly including: Full name and contact details; Per-page rate for printing; Per-standee rate; Quotation for each item separately.
• NTN No and Certificate of Filer must be shared.
• Must be Signed and Stamp; Date and Quotation No. must be mentioned.
• The firm must submit an undertaking that all information provided is true and correct. If any false or misleading information is found, the proposal may be rejected, the contract terminated, or the firm blacklisted.
• All materials must meet the agreed specifications, be of high print quality, and be delivered within the stipulated timelines.
• Rates must be quoted on the basis of per square foot, per unit, and per item as specified above.
• Rate for 1 unit and 100 units will remain the same.
• At the time of issuing any procurement order, if the quantity is higher, the rate may be renegotiated downward with reference to the signed framework agreement. Delivery costs, transportation, and installation/fixing (where applicable) must be included in the rates.
• Framework agreement rates will remain valid till 30 September 2026. Confirmation that rates are inclusive of all applicable taxes.

• Any application received after this date/time will not be accepted.
• Applications must adhere to the proposal requirements; incomplete or late submissions will not be considered.
• Any request for clarification must be sent to the same email by 15 September 2025. PAMS will respond to all queries (without disclosing the sender's identity) by 16 September 2025.

Note: All charges quoted will be considered inclusive of all applicable taxes. Proposals must be sent only to the designated email (info@mathsandscience.pk). Please do not copy or directly email applications to PAMS staff. Only short-listed candidates will be contacted. PAMS reserves the right to engage more than one communicator for similar assignments depending on organizational needs and timelines.
