Job Title: Gas Supply Operations Manager

Key Responsibilities:
  • Manage the gas-purchasing process, ensuring timely processing of monthly gas payments and reviewing payment vouchers before submission to senior management.
  • Supervise compilation of gas purchase invoice data, cross-verify working schedules for financial accuracy, and ensure invoice compliance with GSA, OGRA price notifications, and tax laws.
  • Liaise with internal departments to record LPG/RLNG invoices.
  • Ensure timely entry of payments into Oracle Financials after resolving invoice issues with suppliers, processing as per Gas Purchase Agreements within due dates to avoid late charges and litigation.
  • Organize digitalization of M-forms for foreign exchange payments to foreign E&P companies via Bank FX Portal for review and approval.
  • Negotiate Gas Sales Purchase Agreements (GSPA), providing comments on draft clauses, participating in negotiations, and offering financial feedback.
  • Review notes and memos for payment releases related to new fields; initiate internal approval processes including legal and management review.
  • Liaise with Sui Northern Gas Pipelines Ltd (SNGPL) to determine the Weighted Average Cost of Gas (WACOG) for uniform gas rates, in accordance with government policies.
  • Prepare the Late Payment Surcharge (LPS) Schedule, including calculation clauses, surcharge rates, and overdue invoices, with disclosures in the annual report.
  • Prepare the Cost of Gas Schedule, including various calculations and reconciliations, for financial reporting.
  • Conduct financial risk assessments by monitoring invoice due dates, maintaining invoice status sheets, obtaining legal opinions when necessary, and preparing risk registers.
  • Provide timely circular debt information in coordination with the Treasury department.
  • Liaise with internal and external auditors, the Ministry of Energy, and other departments for gas purchase-related information and documentation.
  • Prepare and submit schedules and reports for senior management review on a monthly, quarterly, and yearly basis.
  • Liaise with commercial banks regarding foreign remittances to support Treasury.
  • Prepare schedules for submission to the Accounts department and review Monthly MIS reports for MD.
  • Compile information for Regulatory Affairs (RA) submissions, including costs and T-Sheets.
