Job Description

The job requires a professional to lead the anticipatory action and impact-based forecasting portfolio of a project in Khyber Pakhtunkhwa, Pakistan. The project focuses on improving the adaptive capacity of vulnerable communities against riverine flooding by enhancing early warning systems (EWS), developing anticipatory action (AA) protocols, and promoting climate-resilient livelihoods.

Key responsibilities include conducting a comprehensive capacity needs assessment for flash flood forecasting and EWS at relevant government agencies, developing and delivering training programs on short-range weather and flash flood forecasting, IBF, and AA for stakeholders, providing technical assistance in the installation and operationalization of hydrometeorological instrumentation, and spearheading evaluation and strengthening of dissemination of alert and notification methods.

Additional tasks include designing and implementing simulation exercises to test and validate AA protocols and triggers, supporting the development and maintenance of an anticipatory action beneficiary database, collaborating with PDMA, RMC, and district government to develop and institutionalize AA protocols and triggers for flood events, establishing a flood impact database that includes historical flood events and their effects on health, livelihoods, and infrastructure.

Required Skills and Qualifications

The ideal candidate should have an advanced degree in meteorology, hydrology, environmental science, or a related field, and at least 3 years of experience in flood forecasting, early warning systems, and disaster risk reduction, with a focus on anticipatory action and impact-based forecasting.

Key skills and qualifications include strong technical expertise in hydrometeorological monitoring and forecasting, experience in developing and delivering training programs, excellent analytical and problem-solving skills, proficiency in data analysis and forecasting tools (e.g., GIS, remote sensing, statistical software), and strong communication and coordination skills.

The candidate should also be fluent in English language, Urdu, and other local languages.
