The role of Assistant Procurement Officer is a pivotal position within our organization, responsible for ensuring the smooth execution of procurement activities under the Country Programme. As part of the Procurement Unit, you will play a crucial role in conducting procurement exercises, adhering to United Nations regulatory frameworks and financial rules.

The successful candidate will be tasked with supporting the Procurement Officer in preparing procurement plans, monitoring their implementation, and controlling procurement processes. This includes the issuance of RFQs, receipt of quotations, bids or proposals, evaluation, negotiation, and contract management.

To succeed in this role, you will need to possess strong analytical and communication skills, as well as the ability to work effectively in a team environment. Your attention to detail and ability to meet deadlines will be critical in ensuring the timely delivery of goods and services.

Qualifications for this position include a Bachelor's degree in financial management, Business Administration, Supply-Chain Management, or a related field. A Chartered Institute of Purchasing and Supply (CIPS) Level 3 Diploma is mandatory, while CIPS Level 4 or above is preferred. You will also require a minimum of seven years of progressively responsible experience in project or programme implementation, procurement, grant management, operations, business administration, or tax compliance.

A background in working with Enterprise Resource Planning (ERP) systems such as SAP or similar systems, as well as e-tendering/e-procurement systems like UMOJA or similar systems, is necessary. Experience conducting international tender exercises, awarding contracts for complex goods and services, and familiarity with United Nations regulatory frameworks regarding procurement are desirable. Inter-organizational relations and managing international suppliers are also key aspects of this role.

You will be based in Islamabad and report to the Procurement Officer under the overall supervision of the Representative, Country Office Pakistan. The successful candidate will be issued an SC contract in accordance with United Nations rules and procedures, with payment determined by UNDP recommended rates for service contract holders.
