Financial Operations Specialist


About the Role:

The Financial Operations Specialist will be responsible for overseeing the financial management and accounting functions of a regional office. This includes developing, documenting, updating, and implementing appropriate finance policies and procedures, as well as providing periodic training and awareness sessions to staff.


Key Responsibilities:

  • Ensure compliance with local regulatory laws and tax legislations, coordinating with government bodies as required.

  • Coordinate internal and external audit engagements, and follow up on audit recommendations with process-owners.

  • Deliver high-quality finance services, including accounts payable, accounts reconciliation, direct and indirect tax declarations, and funds requests and disbursements.

  • Prepare and/or review monthly financial reports, including expenditures and budget-actuals variance analysis, and balance sheet reconciliations.

  • Support the achievement of financial objectives by anticipating requirements, submitting information for budget preparation, scheduling expenditures, monitoring costs, and analyzing variances.

  • Directly supervise and mentor finance staff to ensure optimal financial support.

  • Coordinate financial activities with CG centers/partners in the spirit of OneCGIAR as needed.

  • Review partner/collaborators funds disbursements and utilization reports, and record the same in accounting package.

  • Review financial reports due to donors of projects.

  • Review and sign off on payroll and payment requests for payroll taxes and social security contributions, and prepare payroll reconciliation.

  • Monitor annual physical inventory for fixed assets and equipment, ensuring accounting records are updated accordingly.

  • Manage fund requirements for projects, including cash flow reporting and requests.

  • Implement country-wide ERP software with corresponding change management transition plan.

  • Assist CR and other scientists/technicians in preparing subgrants and fund tracking systems, performing other related duties as assigned.

  • Oversee banking and other related services for smooth functioning operations within Pakistan.


Requirements:

  • Knowledge and experience in accounting, financial management, and budget planning.

  • Proven supervisory, analytical, and accuracy skills and experience.

  • 5-7 years working experience in similar job, requiring conceptual knowledge of theories, practices, and procedures within discipline.

  • NGO/INGO/International Organization working experience is preferred.

  • Level of English language required: Communicate effectively with colleagues and external contacts on routine work-related matters.

  • Candidate must exhibit competencies: Strategic Thinking, Problem Solving, Decision Making, Communication, and Teamwork.

  • Able to work without daily assistance and minimum guidance.
