Financial Management Expert

Main activities will include implementing inclusive policies and procedures in assigned areas to prevent systematic biases or discrimination. This involves actively engaging in ongoing self-reflection and advancing knowledge and skills related to diversity, equity, and inclusion.

• The role requires coordination with responsible staff for accurate calculation of assigned funds for gender and diversity aspects in all measures, regularly monitoring effective utilization and adjusting when required.
• Additionally, the Financial Management Expert will be responsible for dealing with all questions arising in the area of Winpaccs Accounting, Filing, and Archiving.
• This includes identifying relevant problems and issues, communicating them, and assisting in formulating implementation-oriented solutions.
• The expert will also act as the custodian of assigned journals, further developing instruments, and assisting in introducing innovation and change.
• Moreover, they will manage knowledge by disseminating and documenting know-how, experience, and information, acting as the focal point for all issues related to assigned journals.
• The Financial Management Expert is responsible for posting weekly/monthly entries carried out by the finance section in the Winpaccs Accounting software, in line with the Project Utilization Report (PuR).
• They will also review bank account reconciliation activity and cash account reconciliation activity on a monthly basis, reporting any discrepancies in balances within the petty cash/safe to the Unit Manager.
• All follow-up tasks related to posting will be carried out, including generating, following up, and achieving soft filing and hard copy reports.
• The expert ensures journals are duly approved and communicates any special events to the Head of Administration and Finance/Unit Manager.
• Timely communication with Project AVs and Admin and Finance Teams on the status of project accounting is also expected.
• The Financial Management Expert supports the Unit Manager in discussions and meetings with other GIZ Office Units on overlapping processes and developing understandings of PuR.
• They report to the Unit Manager about any problems or issues on a timely basis, monitoring income, expenditure, and carrying out a monthly review of bank statements for assigned journals.
• The expert informs the Unit Manager/Head of Admin and Finance on all issues of concern, supports in managing cash forecasts, and monitors the same.
• Additionally, they provide support on FIMO planning and monitoring to the Project Management Team, maintaining a proper filing structure (hard & soft) for all assigned journals.
• The Financial Management Expert acts as the focal person for all accounting issues of assigned journals, monitoring the status of receivables and payables and communicating on the same with the Project and relevant Office Units.
• They give opinions and advise the Head of Administration and Finance/Unit Manager on all areas related to the Accounting Function of the Office.
• The expert ensures payments made are adequately documented and provides regular feedback to the Unit Manager on the quality of vouchers posted.
• They support the Unit Manager in capacity building programs and provide support and advice to Project Financial Management and Accounting staff when needed.
• Demonstrating professionalism while dealing with confidential data is essential, ensuring all confidential data is handled in line with standard GIZ procedures.
• Any other tasks may be assigned by the Management, and the Financial Management Expert prepares monthly error sheets for assigned journals in consultation with the Unit Manager.
• Filing tax declarations under Afghan and UAE law is also part of the responsibilities, requiring close cooperation with Afghan and UAE tax advisors and tax authorities.
• Feedback meetings and sessions with the Project Admin and Finance Teams on the status of accounting are conducted, and outstanding tasks/issues are communicated to the Unit Manager on a timely basis.
• The Financial Management Expert is responsible for regular filing of tax declarations under Afghan and UAE law for VAT, Corporate Tax, Withholding Tax, and Personal Income Tax.
• Reconciliation of tax debts under Afghan and UAE law is also an essential task, ensuring complete and entire tax documentation under Afghan and UAE law.
• Communicating all outstanding and regular tax issues with tax consultants in Afghanistan and the UAE is crucial.],
