In the context of the Education Emergency in Pakistan, there is a pressing need to develop a robust Education Sector Plan and Roadmap for Sindh 2025-2030. This plan must be guided by a thorough Education Sector Analysis that examines the current state of basic education in Sindh.

The ESA should identify key achievements, gaps, challenges, and lessons learned from the implementation of the previous Education Sector Plan. It should also provide clear directions towards SDG-4 targets, outlining program priorities, outcomes, outputs, KPIs, costing, and strategies to address educational challenges.

The new plan should be strategic, holistic, evidence-based, achievable, context-sensitive, gender-responsive, and equity-focused. It should consider factors such as alignment with global and national commitments, goals and objectives, strategic directions and priorities, costing and financing, implementation and monitoring plans, and organizational and evaluation arrangements.

A critical component of the new plan will be its costing considerations, which should include regular cost estimates and projections using financial simulation models. This will enable stakeholders to make informed policy decisions and allocate resources effectively.
