
Senior Gender Specialist for Flood Risk Management

**Job Summary:**
We are seeking a highly experienced and skilled Senior Gender Specialist to join our team in managing flood risk. As a key member of our project, you will contribute to the development of effective strategies for gender-responsive anticipatory action and impact-based forecasting.
Key Responsibilities:
- Conduct thorough gender analyses to identify vulnerabilities related to flood risks in target districts, ensuring that data collection is inclusive and representative of all beneficiary groups.
- Design and implement analysis frameworks that propose qualitative research methodologies, assisting national positions on gender and inclusion to ensure accurate data/information collection.
- Develop tools and processes to triangulate data from various sources, guaranteeing the integration of diverse perspectives and experiences.
- Prepare comprehensive templates for systematic data keeping, management, and interpretation to produce in-depth gender analyses.
- Deliver clear and actionable deliverables, including inception reports, literature reviews, research designs, data collection tools, training materials, transcript coding, analyses, and final reports.
- Integrate gender-sensitive indicators into risk assessments, flood early warning systems, and anticipatory action protocols, ensuring that all project components prioritize equality and inclusivity.
- Mainstream gender considerations into every aspect of the project, including training, community outreach, and early action planning.
Institutional Capacity Strengthening and Trainings:
- Build technical capacity of targeted institutions on gender-responsive anticipatory action and impact-based forecasting, promoting long-term sustainability and effectiveness.
- Provide expert technical support to develop gender-equal and barrier-free Early Warning Systems and gender-responsive Local Climate Change Adaptation Plans, empowering local communities to take ownership of their disaster preparedness efforts.
- Analyse technical capacity baselines at PMD, FFC, and RMCP, identifying gaps in technical expertise related to flood forecasting and early warning, and developing targeted solutions to address these deficiencies.
- Develop high-quality training material and guidelines, conducting training sessions on gender-responsive and inclusive disaster risk management for stakeholders, including government officials, community leaders, and vulnerable populations.
Stakeholder Engagement and Community Outreach Support:
- Promote engagement of marginalized groups, women, men, and others in climate-resilient livelihood activities and implementation of accessible infrastructure services, fostering a culture of inclusivity and participation.
- Collaborate with local women's associations and community-based organizations to promote women's leadership in disaster preparedness, empowering them to take an active role in decision-making processes.
- E nsure that flood early warning messages and preparedness information are accessible to women and marginalized groups, addressing existing communication barriers and promoting equal access to essential resources.
Monitoring, Evaluation, and Strengthening Project Data Base:
- Develop gender-sensitive monitoring frameworks and indicators to track progress on gender equality outcomes within the project, providing valuable insights for informed decision-making and strategic adjustments.
- Embed gender analysis tools as part of the M&E system applied to the project, running periodic gender assessments to ensure that the project remains responsive to the evolving needs of its beneficiaries.
Development of Gender-Responsive Knowledge Products:
- Create knowledge products and communication materials that promote gender equality in disaster risk reduction and flood preparedness, disseminating best practices and successful strategies to a wider audience.
- Ensure that knowledge sharing and project dissemination activities incorporate a strong gender focus, highlighting the critical importance of inclusive approaches in achieving sustainable development goals.
Requirements:
- Advanced degree in Gender Studies, Social Sciences, Natural Resources Management, or a related field OR first-level university degree with additional 2 years of experience in a related field.
- Minimum 3 years of professional/managerial experience in gender mainstreaming in disaster risk reduction, climate change adaptation.
- Excellent written and spoken English (level C).
