Procurement Operations Manager

We are seeking an experienced Procurement Operations Manager to join our team. The ideal candidate will have a strong background in procurement operations and be able to manage and oversee the procurement function across the organization.

Key Responsibilities:
  1. Operational Management: Oversee the day-to-day operations of the procurement function, ensuring smooth execution of procurement activities.
  2. Tender Management: Manage the tender process from start to finish, ensuring timely submission of tender files to user departments.
  3. Technical Evaluation Analysis: Conduct thorough analysis of technical evaluations to ensure compliance with PPRA rules.
  4. Commercial Evaluation Report: Prepare commercial evaluation reports to support procurement decisions.
  5. Order Issuance: Timely issuance of LOI/purchase orders to suppliers.
  6. Repeat Orders: Arrange repeat orders as required by user departments.
  7. Pre-Shipment Inspection: Nominate third-party pre-shipment inspection firms to ensure quality control.
  8. Bid Bond and PBG Matters: Resolve bid bond and PBG-related issues promptly.
  9. NAB Notification: Send prescribed proforma to NAB for cases above Rs. 50 million.

Procurement Planning: Develop and upload annual procurement plans on the organization's website and forward them to PPRA.

Record Management: Maintain record management of case files as per PPRA and other agency requirements.

Efficient Procurement Cycle: Ensure compliance with the approved efficient procurement cycle by the Board of Directors.

Purchase Requisitions: Create and supervise purchase requisitions in Oracle ERP.

Supplier Management: Manage supplier registration in compliance with PPRA in Oracle ERP.

Item Code Management: Manage item code creation in Oracle ERP.

Proprietary Approvals: Approve proprietary approvals initiated by user departments in consultation with the Head of Department.

Pre-Qualification Criteria: Finalize and approve pre-qualification criteria in consultation with the Head of Department.
