Senior Environment and Safeguards Specialist

The role of Senior Environment and Safeguards Specialist is a critical position within our organization. This position will be responsible for ensuring the timely delivery of all activities related to Environmental and Social Safeguards (ESS), Grievance Redress Mechanism, and Environmental and Social Management Plan (ESMP) in the Transforming Indus Basin with Climate Resilient Agriculture and Water Management Project.

Main Responsibilities:

  • Manage and coordinate the implementation of FAO and GCF's ESS standards, establish an appropriate field compliance and reporting structure to ensure compliance with the ESS standards.
  • Manage the Grievance Redress Mechanism/feedback mechanism and advise the project manager on best practices for improving social and environmental aspects of the project.
  • Lead ESS capacity building and training activities for stakeholders, including government and implementing partners.

Technical Focus:

The Senior Environment and Safeguards Specialist will focus on ensuring that all ESS-related activities are implemented in a timely and effective manner. This includes reviewing and updating the existing project ESMP, coordinating the implementation of project safeguards, developing and rolling out a safeguard monitoring and reporting system, leading ESS field due diligence, and screening sub-projects for compliance with ESS standards.

Reporting Lines:

The Senior Environment and Safeguards Specialist will report to the FAO Representative in Pakistan and the Technical Advisor. The specialist will work closely with International Officers, national project coordinators, and other technical specialists in Multan and Hyderabad.

Required Qualifications and Skills:

  • Advanced university degree in Environmental Science, Engineering, Socio-ecological Sciences, or related fields.
  • Minimum 8 years of professional working experience in safeguards in a senior role with international agencies, multilateral banks, or reputable institutions.
  • Working knowledge of English and good knowledge of Urdu and Punjabi/Saraiki, and Sindhi.
  • Nationality: Pakistani.

FAO Core Competencies:

The successful candidate should possess excellent working knowledge related to compliance, safeguarding, and due diligence requirements of different donors. Advanced knowledge of methodologies, tools, and implementation of social, environmental safeguards and key elements of programmatic risk management is essential. A track record of experience in designing and implementing safeguard and risk management activities, preferably for development programs/projects, is required. Demonstrated abilities in designing data collection, conducting assessments, surveys, and other studies with minimal supervision are also necessary. Strong analytical and report writing skills are essential for this position.
