Contract Duration: 05 months (extendable)

1. Background

CESVI Foundation-ETS, with the support of the World Food Program (WFP), is implementing a comprehensive project on ''Integrated Climate Risk Management for Strengthened Resilience to Climate Change in Shangla Districts of Khyber Pakhtunkhwa Province," funded by the Green Climate Fund (GCF). Shangla is highly vulnerable to flash floods due to its topography and hydrological conditions. The project aims to develop inclusive, gender-responsive AA protocols, strengthen early warning systems (EWS), build the capacity of district and sub-national stakeholders, and raise community awareness on preparedness and disaster risk reduction (DRR).

2. Role Purpose

The Gender, Climate, and Inclusion Specialist will ensure the integration of climate resilience, gender equity, and protection principles across all project activities in Shangla. The position will be responsible for conducting climate vulnerability analysis, local adaptation planning, gender and protection assessments, guiding program teams on inclusive and safe practices, and supporting the design and delivery of gender-responsive interventions. The officer will also facilitate staff training, establish referral pathways for protection concerns, and monitor the protection environment to safeguard the rights and dignity of women, girls, and other vulnerable groups.

3. Key Responsibilities

A. A. Gender Mainstreaming & Technical Support for Climate Resilience

  • Provide technical expertise on climate change adaptation, disaster risk reduction, and gender integration across program components
  • Ensure gender and protection are effectively integrated across all program activities, outputs, and outcomes.
  • Conduct gender and protection analyses to identify barriers, risks, and opportunities for women, girls, and marginalized groups.
  • Provide technical inputs in program design, implementation, and monitoring to ensure inclusivity.
  • Carry out regular visits to assigned field locations and conduct the gendered protection analysis to collect information on protection needs and risks.
  • Flag and address any immediate gender, protection, or programming risk that may arise during field visits to the Gender, Climate, and Inclusion Specialist and decide on protection or safe programming actions responding to these risks.

  • Lead interventions such as climate vulnerability analysis, local adaptation planning, community-based disaster risk management, awareness campaigns on climate change, and anticipatory action.

B. Capacity Building & Awareness

  • Deliver training and awareness sessions for staff, partners, and community members on gender equality, protection, safeguarding, and Do No Harm principles.
  • Coordinate, follow up, and carry out regular awareness-raising sessions for communities and training for relevant stakeholders on key gender, inclusion, a nd protection issues.
  • Support community-based structures to promote gender-responsive practices and protection mechanisms.
  • Strengthen the capacities of local forums, community structures, and volunteers to anticipate, respond to, and recover from climate-induced risks and disasters.
  • Promote participatory and inclusive approaches in climate risk assessments, adaptation planning, and awareness-raising at household, community, and institutional levels.
  • Facilitate integration of women, youth, and marginalized groups in all program interventions.
  • Lead the implementation and regular review of the Gender Action Plan for Gender Equality, Disability Equity, and Social Inclusion to ensure it reflects evolving priorities.

C. Protection & Safeguarding

  • Monitor and report on protection risks and incidents, ensuring timely referral and follow-up.
  • Ensure adherence to safeguarding policies and standards at the field level.

D. Coordination & Advocacy

  • Contribute to policy dialogue and advocacy on gender-responsive climate change adaptation and disaster preparedness at district, provincial, and national levels.
  • Liaise with local government departments, community leaders, and relevant stakeholders to promote gender and protection-sensitive approaches.
  • Participate in gender and protection coordination forums at the district and provincial levels.
  • Support advocacy initiatives on gender equality and protection rights.
  • Document best practices, lessons learned, and case studies on gender and protection integration.

  • Support the development of reports, proposals, and communication materials with gender and protection perspectives.

  • Ensure data collection is sex, age, and disability disaggregated (SADD).

4. Required Qualifications and Competencies

Education

  • Advanced university degree (Master's or equivalent) in Climate Change, Environmental Sciences, Disaster Risk Management, Gender Studies, Development Studies, or a related field.
  • Additional training or certification in climate change adaptation, disaster risk reduction, or gender and social inclusion is an asset.
  • Training/certification in gender, protection, GBV, or safeguarding will be an asset.

5. Experience

  • Minimum 3–5 years of relevant experience in Climate Resilience, gender, protection, or GBV-related roles in humanitarian or development contexts.
  • Experience in conducting gender and protection assessments and designing inclusive interventions.
  • Proven track record in training facilitation and capacity building.
  • Familiarity with humanitarian principles, protection standards, and safeguarding frameworks.
  • Demonstrated capacity in stakeholder coordination with government institutions, UN agencies, and NGOs.
  • Prior experience working in Khyber Pakhtunkhwa, particularly in Shangla or similar contexts, is highly desirable.

6. Skills and Competencies

  • Strong understanding of gender equality, protection principles, and human rights frameworks.
  • Excellent communication, facilitation, and interpersonal skills.
  • Ability to build trust and maintain confidentiality in sensitive situations.
  • Strong analytical and report-writing skills.
  • Fluency in Pashto and Urdu; working knowledge of English is desirable.
  • Computer literacy (MS Office Suite, data collection tools).
  • Ability to work independently and collaboratively in challenging field environments.
  • Excellent communication, facilitation, and interpersonal skills.
  • Ability to build trust and maintain confidentiality in sensitive situations.

7. Duty Station, Travel, and Preference.

  • Based in Shangla district with frequent travel to Union Councils, villages, and field sites.
  • Periodic travel to Peshawar and Islamabad for coordination and reporting.
  • Preference will be given to qualified female candidates.
