Purpose of the Consultancy

The purpose of this assignment is to draft a report and factsheet on Global Adult Tobacco Survey (GATS

Background

Pakistan is among the top 15 countries in the world with widespread tobacco consumption and higher rates of tobacco-related health issues. In Pakistan over 60% of population of Pakistan is under 30 years of age. Every day 1,200 children are getting addicted to smoking, just because cigarettes are handy and cheap enough for them to have.

According to 2019 estimates, 19.1% of the population, which includes 31.8% of men and 5.8% of women, consume tobacco in one form or the other. Among these tobacco consumers, 9.6% of the overall adult population (17.9% men, 1% women) are daily cigarette smokers. Whereas 2.7% of the adult population (4.4% men, 1% women) smoke water pipes daily. Furthermore, 7.1% adults (10.5% men and 3.5% of women) use smokeless tobacco daily. Among the young population, 10.7% of all youth – including 6.6% girls and 13.3% boys – consume tobacco or tobacco products.

National Institute of Population Studies (NIPS) conducted the GATS to monitor adult tobacco use (smoking and smokeless) and determine key tobacco control indicators. It also provide information on new and emerging tobacco products such as electronic cigarettes. The survey is also helpful in assessing the implementation of WHO Framework Convention on Tobacco Control (WHO FCTC) recommended policies outlined in the MPOWER package.

Work to be performed:

Output 1: Draft a report and factsheet on Global Adult Tobacco Survey (GATS through working closely with WHO CO and RO, National Institute of Population Studies (NIPS) and Tobacco Control Cell (TCC) in report preparation, writing and finalizing process.

  • Deliverable 1.1: Review and edit fact sheets and country tabulation plan and report in consultation with TCC, NIPS and WHO, and according to standard protocol of GATS manual and template.
  • Deliverable 1.2: Meet with TCC and WHO to identify and agree on the report structure and content.
  • Deliverable 1.3: Write a draft for the GATS PAK country report, fact sheets and key findings following the available GATS templates and guides and MPOWER strategies.
  • Deliverable 1.4: Collect data and compile them in factsheets on, overall tobacco use in Pakistan, economics of tobacco and emerging products (nicotine pouches, vapes, heated tobacco and e-cigarettes)
  • Deliverable 1.5: Produce suggested graphs, charts and tables to present data as needed.
  • Deliverable 1.6: Submit drafts for discussion and feedback to WHO and TCC and reflect needed changes that are required.
  • Deliverable 1.7: Review and consult WHO and CDC Foundation website and the GATS standard protocol and manuals as reference in adapting and editing the report, fact sheet and key findings.
  • Deliverable 1.8: Submit final draft of adapted materials, to WHO and TCC, for approval.
  • Deliverable 1.9: Attend analysis workshop for documentation and update of the whole country report, fact sheets and key findings, including discussion, recommendation and way forward based on the feedback from the analysis workshop and as required by WHO and CDC Foundation.
  • Deliverable 1.9: To share the drafted table of contents for GATS report with CDC foundation and WHO.
  • Deliverable 1.10: Submit an updated draft report of the GATS after incorporating all comments from CDC foundation, TCC and WHO

Recruitment Profile:

Education Essential: University degree in public health or social science.

Education – Desirable: An advanced degree in public health or social science is desirable.

Experience Required:

  • At least one year of relevant experience in research and report writing.
  • Should have data analysis experience.

Skills Required:

  • Excellent data analysis, oral communication, writing and documentation skills.
  • Ability to meet tight deadlines and to work effectively under pressure.
  • Language: Excellent command of English and the local language - both spoken and written.

Place of assignment

The selected candidate will be based in Islamabad. (field travel may be required)
