Associate (Support to CBT Reporting) – NFP Reform, Climate Budget Tagging, & Expenditure Reform

Background

The Revenue Mobilisation, Investment and Trade (REMIT) is a multi-year (2021 – 2028) program funded by the UK's Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The program provides technical assistance (TA) to Pakistan with a broader objective to implesSment reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation, and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilization reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.

Activity Context

REMIT is currently supporting the Ministry of Finance (MoF) in three key reform areas:

  • Climate Budget Tagging (CBT): As part of Pakistan's commitment under the IMF Resilience and Sustainability Facility (RSF), MoF is required to establish a reliable system to classify and report climate-related expenditures across federal ministries. REMIT is assisting in preparing institutional reporting systems, guidelines, and supporting the completion of the first national climate budget tagging report due in 2025.

  • National Fiscal Pact (NFP): Signed in September 2024, the NFP is a landmark intergovernmental reform to realign federal and provincial fiscal responsibilities. REMIT is supporting the MoF in preparing technical materials, conducting data analysis, and documenting reform implementation, including expenditure devolution and fiscal coordination.

  • Expenditure Reform: REMIT is also assisting the MoF in reviewing and rationalising public expenditure in devolved sectors, such as health, education, and social protection, with the aim of aligning them with constitutional mandates and improving fiscal transparency and efficiency.

Job Summary

The Associate (Support to CBT Reporting) will support REMIT's macroeconomic governance team in managing evidence, reporting, and documentation across these three interlinked reform areas. The associate will work closely with technical experts to compile expenditure data, document reform consultations, and support preparation of CBT reports, NFP updates, and expenditure rationalisation materials.

Duties and Responsibilities

The roles and responsibilities of the Associate will include, but not be limited to:

  • Support preparation and editing of CBT reporting documents, including sectoral expenditure summaries, tagging templates, and classification guidelines

  • Track and document expenditure reform workstreams, including analysis of functional assignments and devolution options

  • Coordinate preparation of NFP-related updates, consultation reports, and action matrix inputs

  • Assist in preparing MoF briefs and summaries for intergovernmental consultations and development partner engagements

  • Compile and maintain updated datasets, reporting logs, and version-controlled documentation

  • Support quality assurance, layout, and submission of deliverables across CBT, NFP, and expenditure reform

  • Coordinate with technical experts to ensure all materials are aligned with government formats and expectations
