Job Description Summary
- Provide Engineering support to the Terminal Manager to implement and sustain the Manufacturing & Distribution (M&D) Asset Management System (AMS) for that specific site(s) under his/her control, assuring that the M&D AMS policies and objectives including all local regulatory and legislative requirements are met.
- Ensure Asset integrity programs are implemented, monitored and results are reviewed and communicated, so that technical integrity status of terminal assets is known, and challenges are addressed proactively to ensure ALARP (As Low As Reasonably Practicable)
- Ensure engineering project execution at Keamari terminal are as per Project Management guidelines and best industrial practices. This includes:
- Asset Management: Implementing and sustaining the AMS policies and objectives to meet local regulatory and legislative requirements, ensuring systematic inspection, testing, maintenance, and effective Management of Change (MoC).
- Engineering Coordination: Delivering the Engineering agenda at the site by coordinating functions like Reliability & Integrity (R&I), Maintenance Execution(ME), and Project Teams to support asset integrity and process safety objectives.
- Technical Support: Providing engineering expertise to maintain asset integrity, including managing a 12-month forward looking inspection and maintenance plan, applying quality assurance practices, and supporting best reliability and integrity tools at the site.
- Process Monitoring and Assurance: Overseeing key processes such as Technical Authority (TA), Management of Change (MoC), Permit to Work (PTW), Pre Start Safety Review (PSSR), Statement of Fitness (SoF), and ensuring continuous improvement in maintenance and inspection performance while addressing technical challenges proactively
- Integrity and Reliability: Monitors asset integrity and operational reliability, ensuring alignment with engineering standards and codes.
- Coordinate the following activities to ensure that:
- The site maintenance plan is updated as part of the Computerized Maintenance Management System (CMMS) and is formally reviewed by the Terminal organization, coordinated by the Terminal Manager, as part of the yearly Asset Management System review process.
- The site maintenance plan is refreshed and signed off by the relevant discipline experts at agreed intervals, as described in the Reliability & Integrity Process.
- Coordinate and deliver the CMMS Improvement Program at site level, assuring that CMMS system is sustained, updated and in particular that, following inspections and maintenance regimes for the respective assets.
- Support the implementation of the Asset Management System at site level, ensuring a quality assessment of the Front-Line staff within terminal organization and the necessary technical training to close any outstanding gaps.
- Support assurance activities for Engineering at site, providing the terminal manager the required Subject Matter Expert support to cover the Asset Management System content. The Terminal Engineer will ensure the outcomes of the assurances are reviewed and communicated, so that improvement opportunities are identified and captured while reaching ALARP status.
- Ensure fit for purpose application of Project Management Guidelines based on the complexity of individual projects.
- Budget Planning: Prepares annual budgets and a 10-year cost outlook for asset maintenance, upgrades, and related activities.
- Contractor Management: Participate in contractor hiring, technical bid evaluation, assessments, and onboarding for maintenance and construction tasks.
- Design Review and Standards Implementation: Implements and enforces engineering standards, manuals, codes, and SOPs to uphold operational excellence and safety during design review of projects as per API (Bulk Storage Tanks), ASME (Pipelines), NFPA (Fir Fighting System), IEEE (Electrical Standard).Participate in technical review cycles with local and external teams.
- Project Execution: Plans, schedules, monitors progress, and manages on-site execution, develop ITP to ensure timely and budget-compliant completion of construction projects.
- Safety and Quality Assurance: Ensures compliance with safety protocols and QA/QC regulations as per API, ASME, NFPA, IEEE, standards while conducting quality inspections for capital projects and asset standards.
- Stakeholder Coordination: Engages with operations, contractors, and project teams to resolve challenges, align with scope, and maintain clear communication. Support PAC and SOF sign off by getting P1, P2 actions closure for project handover
- Documentation and Reporting: Maintains detailed records, tracks budgets, and provides regular progress reports to stakeholders for maintenance and construction activities.
Soft skills such as leadership and problem-solving are paramount, enabling the Terminal Engineer to manage multidisciplinary teams, address complex challenges, and enhance system performance. Effective communication skills are necessary for engaging stakeholders and facilitating collaboration, while a focus on continuous improvement ensures the enhancement of safety, reliability, and maintenance practices.
Qualification: Mechanical or Electrical Engineer
Experience: 2 – 3 years of Experience
