The Project Director (Engineer) – Infrastructure will be responsible for overall planning, execution, coordination, and delivery of roads, utilities, and infrastructure works for large-scale urban development projects. The role requires strong leadership, technical authority, stakeholder coordination, and strategic control over timelines, quality, cost, and safety.

Key Responsibilities

Infrastructure Planning & Execution (Overall Leadership)

  • Provide strategic direction and overall supervision for construction of internal and external roads, including subgrade, sub-base, WMM/WBM, asphalt works, curbstones, and stormwater channels.
  • Lead execution of underground utilities including sewerage, stormwater drainage, water supply networks, electrical and telecom ducts.
  • Ensure compliance with approved design drawings, BOQs, specifications, and engineering standards (WASA, NHA, municipal codes).
  • Oversee survey controls, road geometry, levels, compaction standards, slopes, camber, and drainage systems.

Site Development & Urban Infrastructure

  • Direct development of parks, green belts, boulevards, entry gates, fountains, monuments, footpaths, and public spaces.
  • Oversee infrastructure development for mosques, community centers, security facilities, and utility buildings.
  • Ensure integration of landscape works, irrigation systems, lighting, walkways, and urban furniture as per master planning requirements.

Buildings & Structural Works Oversight

  • Provide technical leadership for RCC and structural works, including foundations, superstructure, masonry, and finishing of on-site buildings.
  • Coordinate with structural consultants, architects, and design teams to ensure execution accuracy and constructability.

Project Control, Coordination & Reporting

  • Establish and monitor project execution strategies, master schedules, and milestone tracking.
  • Review and approve daily, weekly, and monthly progress reports prepared by project teams.
  • Oversee verification of contractor bills, IPCs, quantities, and variation claims.
  • Manage multiple consultants, contractors, subcontractors, and vendors to ensure timely and coordinated execution.

Quality, Safety & Compliance

  • Ensure strict implementation of QA/QC systems, material approvals, inspections, and testing regimes.
  • Enforce health, safety, and environmental (HSE) standards across all project sites.
  • Ensure organized site management, proper documentation, and audit readiness.

Leadership & Stakeholder Management

  • Lead and mentor project managers, engineers, and site teams.
  • Act as the primary technical and coordination focal point for RUDA management, consultants, and regulatory authorities.
  • Proactively identify risks, resolve technical challenges, and implement corrective actions.

Requirements

  • BSc Civil Engineering (PEC Registration mandatory)
  • 12–20 years of progressive experience in large-scale infrastructure and housing society development projects
  • Proven leadership experience managing roads, utilities, and urban infrastructure portfolios
  • Strong understanding of road construction, underground utilities, RCC works, and public infrastructure
  • Excellent knowledge of local engineering codes, safety standards, and regulatory requirements
  • Proficient in AutoCAD, MS Excel, project reporting, and documentation systems
  • Strong leadership, decision-making, and stakeholder coordination skills
