1. Background

CESVI Foundation-ETS, with the support of Italian Agency for Development Cooperation, is implementing a comprehensive project on 'Resilience & Adaptation by Fostering Anticipatory Action (RAFAA)," in collaboration with Food and Agriculture Organization (FAO). The project aims to strengthen Pakistan's institutional and community-level resilience against the growing impacts of climate change. Its overarching impact is to bolster national capacity to manage climate risks through sustainable adaptation practices and improved governance frameworks. The main outcome is to ensure that communities in Sindh demonstrate enhanced adaptive capacity and resilience to climate-induced shocks and disasters. This is to be achieved through anticipatory action (AA), robust disaster risk reduction (DRR) mechanisms, improved livelihoods, and the adoption of climate-smart strategies. The Project Coordinator will be responsible for the overall management, coordination, and implementation of project activities in the project intervention areas, ensuring technical quality, alignment with donor requirements, and close collaboration with government counterparts, communities, and humanitarian partners.

2. Role Purpose:

The Project Coordinator will report to the Head of Programs and will play a key role in ensuring the effective implementation of field activities. He/She will be responsible for overseeing the field teams and sub-office operations, managing data and information collected from the project team, and consolidating reports and inputs in line with donor guidelines and organizational policies. The role will provide strategic leadership, oversee field operations, supervise staff, and ensure quality and accountability in all aspects of DRR, agriculture, livelihoods, and cash-for-work interventions.

3. Key Responsibilities

Under the guidance and supervision of the Head of Programs, the Project Coordinator will be responsible for the following deliverables:

a. Project Implementation, Management & Coordination

  • Lead the development, updating, and execution of detailed implementation plans (DIPs), budgets, and monitoring frameworks.
  • Oversee field office operations, manage field teams and mobilizers, and resolve operational challenges with autonomy in daily activity management.
  • Coordinate multiple field interventions to ensure optimal use of project assets, equipment, and resources.
  • Assist senior management in decision-making on activity design and implementation based on field experience.
  • Propose modifications to methodologies, staffing, or resource allocation based on continuous evaluation of activities.
  • Coordinate with consortium partners' field teams and facilitate joint consortium or donor visits when required.
  • Update the project work plan/DIP and ensure adherence to milestones and deadlines.

b. Field Oversight & Quality Assurance

  • Conduct daily field visits to monitor assessments, beneficiary selection, and implementation progress.
  • Ensure beneficiary selection criteria are applied fairly, avoiding bias or affiliation, and that the full project objectives are met from selection to final distribution of goods/materials.
  • Coordinate and oversee the Inclusive Hazard Vulnerability Assessment (IHVA) in target areas with technical experts.
  • Assign responsibilities to field staff for community mobilization, activity implementation, data management, project monitoring, and surveys (baseline, endline, PDM, pre-KAP, post-KAP) in line with the DIP.
  • Supervise and monitor the quality of DRR, agriculture, livelihoods, and CfW interventions.
  • Ensure that interventions are participatory, inclusive, gender-sensitive, and environmentally sustainable.

c. Stakeholder Engagement & Representation

  • Establish and maintain relationships with local authorities, community leaders, beneficiaries, and humanitarian actors at the field level.
  • Represent the organization in relevant coordination forums, cluster meetings, and working groups, sharing project updates and progress.
  • Facilitate communication between communities, stakeholders, and the organization, ensuring timely feedback collection and follow-up.
  • Report to the Head of Programs any significant communications, requests, or information received from stakeholders.

d. Monitoring, Reporting & Documentation

  • Oversee data collection, ensure quality control, and work closely with MEAL teams for monitoring and evaluation.
  • Prepare and submit monthly, interim, and final narrative reports using standard templates, along with weekly progress updates against the DIP.
  • Record and consolidate field staff feedback, suggestions, and complaints for review by senior management.
  • Identify risks, challenges, and lessons learned, and recommend corrective actions to ensure timely and quality delivery.

e. Capacity Building & Compliance

  • Train field teams on organizational principles, humanitarian approach, safeguarding, and code of conduct (including C3 policy).
  • Promote adherence to organizational policies, donor requirements, and ethical standards in all project activities.
  • Support the mid-term and final evaluation of project field staff when the direct line manager is absent.

f. Context Monitoring & Security

  • Maintain updated knowledge of intervention areas, community dynamics, and socio-economic conditions.
  • React promptly to contextual changes affecting project implementation, informing senior management and suggesting adjustments.
  • Proactively identify and report any security issues that may impact staff, beneficiaries, or assets.
  • Ensure all field operations comply with organizational safety and security protocols

4. Required Qualifications and Competencies

Education

  • Master's degree in Disaster Risk Management, Environmental Sciences, Development Studies, Social Sciences, or a related field.

5. Experience

  • At least 5 years of progressively responsible experience in disaster risk reduction (DRR), Anticipatory Actions (AA), climate change or related field in a similar position in NGOs/INGOs/UN Agencies.
  • Proven experience in anticipatory action, early warning systems, or impact-based forecasting preferred.
  • Demonstrated capacity in stakeholder coordination with government institutions, UN agencies, and NGOs.
  • Prior experience working in Sindh is highly desirable.

  • Fluency in English, Urdu, and Sindhi (preferred).
