JOB TITLE: Programme Policy Officer
TYPE OF CONTRACT: Special Service Agreement – SSA8
UNIT/DIVISION: Programme
DUTY STATION (City, Country): Multan, Punjab - Pakistan
DURATION: 3 Months
ORGANIZATIONAL CONTEXT: Job holders operate with a high degree of independence, manage cooperating partners performance to ensure that programme and policy objectives are effectively achieved. He/she will be usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity.
JOB PURPOSE: To lead the design and implementation of Relief and Early Recovery activities in Punjab Province and coordination with relevant stakeholders.
REPORTING STRUCTURE:
The Programme Policy Officer (SSA-8) will work under the direct supervision of Head of Provincial Office/Officer In-Charge and in close coordination with respective units at provincial and country office level
KEY ACCOUNTABILITIES: Within delegated authority, Programme Policy Officer (Emergency & Early Recovery) will be responsible for the following duties:
1. Lead and ensure high-quality implementation of WFP's flood related emergency and early recovery operations in Southern Punjab, including planning, monitoring, reporting, and coordination of supply chain and logistics.
2. In close coordination with SO1 team oversee field-level execution of flood response activities, ensuring timely delivery of assistance and adherence to WFP standards and protection principles.
3. Coordinate with government counterparts, UN agencies, donors, and NGOs at provincial and district levels to strengthen partnerships and ensure a coherent response.
4. Manage and co-lead relevant clusters and technical working groups (Food Security, Agriculture, Recovery, Cash, and Resilience) at the provincial level.
5. Ensure robust data collection, monitoring, and reporting systems are in place to maintain quality and accountability, working closely with the M&E unit.
6. Support early recovery planning, including cash-based interventions, livelihood restoration, and resilience-building activities aligned with government priorities.
7. Provide technical guidance and capacity building to WFP staff, partners, and government counterparts for effective emergency and recovery response.
8. Act as a focal point for operational problem-solving in the field, ensuring rapid escalation and resolution of access, logistics, and implementation challenges.
9. Contribute to accurate and timely situation analysis, reporting, and donor updates, highlighting progress, challenges, and lessons learned.
10. Supervise and mentor junior staff, ensuring clarity of roles, effective communication, and adherence to WFP policies and procedures.
11. Perform other related duties as required to ensure the success of the flood response and transition to recovery.
OTHER SPECIFIC JOB REQUIREMENTS:
• Focal point for starting and coordinating food and cash interventions in emergency and recovery contexts under the guidance of the Country Office. Scale-up and assist in design of Early Recovery and Resilience-Building projects as applicable.
• Facilitate donor missions to the project sites ensuring effective visibility of WFP interventions.
• Compile and draft adequate situation updates, project progress updates, tracking of distributions and similar.
• Ensure CPs' performance tracking and take timely actions towards devising their improvement plans along with technical guidance to them as needed.
• Possess effectively coordination skills – with FSP, cooperating partners, and other relevant stakeholders
• Well-versed to represent WFP in external coordination meetings and other forums as requested.
REQUIRED EXPERIENCE AND EDUCATION FOR ENTRY INTO THE ROLE:
Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience:
• Minimum of 3 years of professional experience in the humanitarian sector related to Emergencies and Early Recovery, including managerial-level experience and technical expertise in cash-based transfers and food distributions.Excellent knowledge and implementation of project management tools.
• Excellent professional coordination, supervision, conflict resolution and liaising skills.
Language: Fluency (level C) in English language and Urdu; knowledge of local language is desirable.
