Background
The Revenue Mobilisation, Investment and Trade (REMIT) is a multi-year (2021–2028) programme funded by the UK's Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI). REMIT provides technical assistance to the Government of Pakistan to strengthen macroeconomic stability, improve growth conditions, and enhance poverty reduction efforts.

A central part of this work is the development and institutionalisation of Climate Budget Tagging (CBT), which systematically classifies, tracks, and reports climate-relevant public expenditures at the federal and provincial levels. CBT aims to strengthen transparency, accountability, and alignment of public spending with Pakistan's commitments under frameworks such as the IMF's Resilience and Sustainability Facility (RSF), the Paris Agreement, and the Sendai Framework by promoting transparent, data-driven budgeting that supports resilient development outcomes.

Activity Context

The Government of Pakistan has prioritised transparent, accountable, and climate-resilient public financial management. As part of this agenda, REMIT is supporting the institutionalisation of Climate Budget Tagging (CBT) – a system for identifying, classifying, and reporting on climate-related public expenditures.

While federal-level tagging methodologies and reporting structures have been developed, a dedicated provincial and regional component is also underway. The provincial budget tagging will engage with provincial finance departments, planning and development boards, and sectoral line departments to assess systems, capacities, and political economy factors. The outcome will be integrating CBT into provincial budgeting processes, enhancing climate-responsive planning, and ensuring alignment with national and international commitments.

Job Summary

The Associate – Provincial Climate Budget Tagging will support the REMIT team and the Government of AJ&K in the climate-responsive budget tagging of annual budgets and expenditure, coordination with line departments, documenting institutional inputs and organising stakeholder engagements. The Associate will also assist in preparing analysis, reviewing documentation, and supporting the delivery of workshops and consultations to ensure smooth implementation of the provincial Climate Budget Tagging activity.

Duties and Responsibilities
 The roles and responsibilities of the Associate include but are not limited to:

·       Assist provincial departments in applying climate budget tagging methodology to annual budgets and expenditure reports

·       Provide technical assistance on data collection, validation, and analysis related to climate expenditures

·       Assist in stakeholder coordination and follow-ups with provincial finance departments, planning departments, and other relevant institutions.

·       Ensure quality and accuracy of data uploaded from provincial departments.

·       Provide analytical assistance in reviewing documentation produced during the CBT process.

·       Organize and provide technical support for trainings, workshops, and review meetings with regional stakeholders.

·       Maintain documentation of consultations, meeting notes, and stakeholder feedback logs.

·       Serve as a liaison between provincial finance department, line departments, and the central team


Qualifications and Experience:
 
• A minimum of 3–5 years of experience in public policy, governance, development, or institutional reform projects.
 
• Bachelor's or master's degree in public policy, economics, finance, development studies, environmental management, or a related field.
 
• Good understanding of public financial management, budgeting processes, and provincial governance structures in Pakistan.
 
• Familiarity with climate change policy, disaster risk reduction, or public expenditure tracking (preferred).
 
• Excellent record keeping, report writing, communications, and presentation skills.
 
• Excellent oral and written English.

Reporting
The consultant will report to the REMIT Team Lead and REMIT Macroeconomic Governance Component Lead.
