Job Purpose
The Risk and Control Self-Assessment (RCSA) Manager is a critical member of Mashreq Bank's Operational Risk Management Team.
The purpose of this role is to manage the RCSA Program, including the people, processes, and infrastructure. This individual will focus on enhancing the RCSA Program and Operational Risk Management (ORM) Framework, including overseeing communication and training strategies and execution.
Further, the RCSA Manager is responsible for driving the consistent application of the Operational Risk Management (ORM) Framework and Policy, while comprehending the unique risks across multiple Business Lines and/or Enterprise/Corporate Functions. This includes ensuring risks are identified, measured, monitored, and controlled and root cause and thematic analysis is performed in a holistic and consistent manner.
Job Responsibilities
- Design, deploy, and execute the RCSA which includes both an annual refresh and extemporaneous cycles based on defined trigger events
- Identify and design process improvements considering other enterprise initiatives
- Engage stakeholders as needed to enable the RCSA lifecycle and strengthen the output through recurring knowledge-sharing that also facilitates discussions around lessons learned and best practices
- Implement processes and procedures necessary to support the delivery and oversight of core Operational Risk Management RCSA process
- Utilize operational risk metrics and reporting, business and risk acumen, and business line and/or enterprise/corporate function priorities to provide a holistic independent view of risks and effectively challenge Operational Risk-related decisions.
- Oversee the Risk and Controls Self-Assessment Methodology and Procedure Documents, including the distribution and communication with the Business Lines, Operational Risk Team Members and other key stakeholders.
- Actively participate in and/or host meetings with business line as well as enterprise/support functions to advise on changes, updates, or recent events related to the RCSA.
- Execute a change management strategy for the RCSA that includes communications and training to inform stakeholders and increase adoption as processes and systems mature
- Maintain up-to-date knowledge of Enterprise Risk Management and Operational Risk Management guidelines and interpretations
- Lead the Quality Assurance Review Process for the RCSA Program.
- Monitor identified deficiencies and issue remediation efforts to ensure timely closure of findings
- Administer PRISM application / GRC tools as it relates to the RCSA Program
- Develop and maintain strong working relationships with internal and external partners and key stakeholders
- Assist with special projects as assigned
Operating Environment, Framework & Boundaries and Working Relationship
Regular interaction and working relationship with:
- Vice President Operational Risk
- Heads of Segments, Divisions, Countries, Subsidiaries and Affiliates
- Other Unit Heads within Operational Risk Management function
Problem Solving
- Ability to influence and challenge Business Units for effective Operational Risk management;
- Ability to assimilate and adopt emerging and leading practices and developments in the area of Operational Risk Management; and
- Undertake multi-dimensional assessments of operational risk data, derive risk-based analysis & conclusions.
Decision Making Authority & Responsibility
- Provide consultation and program level decisions on Risk Registers & RCSA to all Business Units
Knowledge, Skills and Experience
- 3 years' experience in Risk Management or applicable line of business (e.g., compliance, testing and monitoring, or audit), preferably in financial services or similar industry.
- Familiarity with the banking industry regulatory and risk management requirements
- Knowledge of common risk management framework and methodologies.
- Demonstrated analytical and problem-solving skills.
- Ability to manage issues through to resolution; skilled at making sound judgment calls.
- Comfortable interacting with senior management, regulators, affiliates, and other third parties.
- Team-oriented and excels working in a collaborative environment
- Proficient written and verbal communication skills with an ability to communicate effectively across peers and partners
- Ability self-prioritize workload and coordinate with teammates and to ensure that deadlines are met
- Expert proficiency with all Microsoft products (Excel, Word, PowerPoint, Visio, and Project)
