We are inviting your esteemed firm to submit a proposal for providing independent technical evaluation services for the tender process related to the Construction of a Hospital at Dadyal Mirpur, Azad Jammu & Kashmir (AJ&K).

This invitation follows the Tender Invitation Notice we issued in national newspapers on 1st July 2025. We have received bids from various contractors and now require the services of a highly qualified and experienced consulting firm to conduct a fair, impartial, and rigorous technical evaluation of the submitted proposals against the criteria outlined in the tender documents.

Scope of Services Required

The selected consultant will be responsible for:

  • Conducting a detailed technical evaluation of all bids received in response to the aforementioned tender.
  • Assessing each bid's compliance with the technical specifications, drawings, and requirements detailed in the tender documents.
  • Evaluating the bidders' technical capacity, relevant experience, project methodology, proposed work plans, and key personnel qualifications.
  • Preparing a comprehensive Technical Evaluation Report, summarizing the findings, scoring/ranking of each bidder, and providing a clear recommendation for technically qualified bidders.
  • Presenting the evaluation findings to our tender committee, if required.
Submission of Proposal

Interested consulting firms are requested to submit their proposals, which should include the following:

  • Company Profile: Overview of your firm, its history, and areas of specialization.
  • Relevant Experience: Details of similar projects where you have provided technical evaluation services, particularly for public sector construction or healthcare projects.
  • Proposed Methodology: Your approach and methodology for conducting the technical evaluation.
  • Financial Proposal: A detailed breakdown of your fees for the complete scope of services.
  • Delivery Time: Time required to furnish the desired results.

Please submit your complete proposal no later than Date, e.g., 14th September 2025 at Time, e.g., 6:00 PM PST to the email listed below.

The tender documents for the hospital construction project are available for your review at our office to assist you in preparing an informed proposal.
