The Government of Pakistan has received financing from the International Development Association (IDA) toward the cost of the Digital Economy Enhancement Project (DEEP) and intends to apply part of the proceeds for consulting services, which shall be implemented by the National Database and Registration Authority (NADRA).
The consulting services ("the Services") include the professional expertise of a SIEM, Log Engineering, and Security Rules Development Expert, compensated with a monthly lump sum remuneration. NADRA, as the Project Implementing Unit (PIU), intends to hire a SIEM, Log Engineering, and Security Rules Development Expert to assist in relevant project management activities. The consultant will provide services with the highest standards of integrity and ethics. The initial contract duration is one year, with possible extension based on project needs and performance.

Interested eligible candidates ("Consultants") are invited to express their interest in providing the Services. Candidates should demonstrate they meet the following criteria:
- Bachelor's degree in Computer Science / Information Security or a related field.
- At least 7 years of post-bachelor's degree experience in SIEM engineering, log management, SIEM integrations, observability engineering, security rules development, SOC operations, application performance/availability monitoring, or similar fields.
- Relevant certifications are preferred.
- Good knowledge of industry best practices for logging and security event monitoring.
- Good knowledge of SOC operations, threat hunting, and application/API threats.
Selected candidates must present original documents at the time of interview. Providing false information will lead to disqualification.
Candidates are advised to note the World Bank's conflict of interest policies as outlined in Sections III, 3.14, 3.16, and 3.17 of the September 2023 Procurement Regulations for IPF Borrowers.
A selection will be made following the Open Competitive Selection of Individual Consultants method as per procurement regulations.
