Position: Sr. Executive Purchase Compliance & PMO

Reporting to: Sr. Manager Purchase Compliance & PMO

Job Type: Permanent

Job Purpose:

To lead and manage the centralized Purchase Technical Evaluation (TE) function within the Procurement Department, ensuring compliance, efficiency, transparency, and audit readiness through structured TE sessions, expert pool management, and continuous improvement of TE processes.

Job Responsibilities:

  • Lead and manage the Purchase Technical Evaluation (TE) Management Team.
  • Organize and facilitate centralized TE sessions across sourcing projects.
  • Maintain and implement TE Guidebook.
  • Ensure transparency and compliance of TE processes including expert behavior and scoring quality.
  • Monitor and report TE SLA performance and efficiency KPIs; recommend process improvements.
  • Coordinate with Procurement Oversight Team to enhance TE framework and resolve process gaps.
  • Ensure mandatory training completion and expert pool data accuracy.
  • Highlight negative expert performance or behavioral concerns to relevant departments.
  • Ensure archiving of all TE-related documentation including signed SOCs, undertakings, feedback, and session videos.
  • Prepare weekly TE project sheets and SLA compliance reports for management review.
  • Maintain expert feedback database and share summaries with HODs for performance review.

Education:

  • Master's Degree in Supply Chain, Project Management.

Experience:

  • Minimum 5–7 years of experience in procurement or technical evaluation-related roles.

Specific Job Skills:

  • Strong understanding of technical evaluation and procurement processes
  • Knowledge of policy compliance and audit documentation
  • Expert stakeholder management and coordination skills
  • Data analysis and reporting for TE SLA monitoring
  • TE session planning and facilitation
  • Proficiency in MS Excel, PowerPoint, and TE tracking tools
  • Report writing and presentation skills
  • Strong observation and documentation skills
  • Basic understanding of ERP or procurement systems (preferred)
  • Must be capable of handling multi-project technical evaluations with strict SLA adherence
  • Strong audit sense to ensure traceability and transparency in documentation
  • High attention to detail and integrity in handling confidential evaluation data
