Roles Summary

Estimation Engineer is responsible for preparing accurate and competitive cost estimates for Civil scope of EPC projects in Oil & Gas sector in Middle East, specifically related to UAE region. Responsibilities includes cost estimation of direct / indirect manpower, materials, subcontract, equipment etc. and well aware of other parameters to establish competitive construction cost. This role involves analyzing project specifications, clear understanding of construction schedule, drawings, BOQs and interfacing with other disciplines to ensure necessary alignment to establish compliant and competitive construction cost.

Cost Estimation

  • Analyze project requirements, specifications, and drawings to determine the scope of work and estimate corresponding resources.
  • Good command on excel based working to derive cost estimate correspondingly prepare priced BOQs and Technical submission.
  • Hands on experience of standards estimation tools and software to ensure accuracy and efficiency.
  • Prepare and develop Techno commercial proposals meeting client & ITB requirements.
  • Review and evaluate subcontractor and vendor quotes to determine compliant & competitive cost meeting specification requirements.
  • Identify and address discrepancies in received BOQs and other relevant documents.
  • Propose cost effective solutions & alternatives to remain competitive meeting ITB and client / project requirements.

Collaboration and Coordination

  • Coordinate with design, procurement, subcontracting, and construction teams to ensure alignment of cost estimates with project plans.
  • Engage with stakeholders, including clients and subcontractors, to discuss and finalize cost-related matters.
  • Provide technical support during client meetings, pre-bid clarifications, and project negotiations.

Required Skills and Qualifications

  • Bachelor's degree in Civil Engineering.
  • Minimum of 8-10 years of experience in cost estimation for civil works, preferably in Oil & Gas / petrochemical projects.
  • Proven track record in preparing cost estimates for large-scale projects in Middle East, preferably of UAE region.

Technical Skills

  • Proficiency in cost estimation software (e.g., Candy, CostX)
  • Strong knowledge of civil engineering principles, construction methods, material specifications and sub-contracting .
  • Familiarity with international codes and standards like ACI, ASTM, and BS standards.

Soft Skills

  • Strong analytical and problem-solving skills.
  • Excellent communication and teamwork abilities.
  • Detail-oriented with the ability to handle multiple tasks and meet tight deadlines.

Preferred Skills and Certifications

  • Certification in cost engineering (e.g., CCP, ICEAA).
  • Experience with greenfield and brownfield civil construction projects.
  • Familiarity with Building Information Modeling (BIM) and 3D quantity take-off tools.
