ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. UNIDO's mission is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs). UNIDO's mandate is fully recognized in SDG-9, which calls to "Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation." The Organization's programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) ensures the Organization's application of strategies and interventions for sustainable industrial development related to environment, energy, Micro, Small and Medium-Enterprises (MSMEs), and digitalization. The Directorate oversees the Organization's normative contribution to achieving the Sustainable Development Goals through industrial policy advice and capacity development.

The Division of MSME Competitiveness, Quality and Job Creation (TCS/SME) works towards increasing the competitiveness of industries in developing countries, especially emphasizing business development of MSMEs engaged in manufacturing and creating jobs therein.

PROJECT CONTEXT

Poverty Alleviation and Inclusive Development Across Rural Sindh (PAIDAR) is a five-year programme funded by the European Union to support the Government of Sindh (GoS), Pakistan in implementation of its Poverty Reduction Strategy (PRS). The long-term objective of PAIDAR is to contribute to sustainable poverty reduction and improvement of livelihoods of poor women, men and young people across Sindh province.

The PRS has three pillars: 1) Community Driven Local Development 2) Addressing Urban Poverty including Urban Economic Clusters and 3) Rural Growth Centres.

FUNCTIONAL RESPONSIBILITIES

Under the overall guidance of PAIDAR Programme Manager and direct supervision of National Programme Coordinator and National Technical Advisor, the National Communications Expert will be responsible for the performance of the following main duties:

- Review existing project documents, communication and visibility materials for approval of the project manager.

- Collaborate proactively with project experts to design, develop, and update comprehensive project briefs and progress presentations. Ensure these communication assets effectively convey key PAIDAR-related messaging to diverse stakeholders.

- Closely communicate with programme management team to understand the programme approach and targets.

- Develop PAIDAR corporate identity for interventions/events/expos.

- Establish trusted working relationships with the programme management team to ensure effective communication strategy implementation.

- Collaborate with programme implementing partners (IPs) to ensure consistent PAIDAR branding.

- Map programme stakeholder and audience groups to identify effective communication means.

- Review and update the Programme Communications and Visibility Strategy and Plan.

- Develop innovative advocacy campaigns to promote the PAIDAR programme.

- Develop mechanisms for two-way communication between PAIDAR and stakeholders.

- Develop guidelines for preparation of various information, knowledge and communication materials.

- Create and maintain PAIDAR social media accounts.

- Coordinate design, roll-out and maintenance of the PAIDAR website.

- Coordinate closely with the Monitoring, Evaluation and Learning team.

- Identify local partner institutions and maintain good relations with media outlets.

- Develop quarterly reports for submission to counterparts and donors.

- Support the Government of Sindh to develop a brand for Poverty Reduction Strategy.

- Perform other related activities as requested by PMU.

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Advanced university degree (master's or equivalent) in communication, journalism, public/media relations, international relations or other relevant discipline is required.

Technical and Functional Experience:

  • At least 3 years of professional experience in public relations, communications, developing communication/visibility strategy at national level is required.
  • A proven track record of successful development and implementation of communication and visibility strategy of international development projects.
  • Experience in writing news summaries and other press materials is required.
  • Experience in producing multimedia content for online audiences is desirable.

Languages: Fluency in written and spoken English is required. Fluency and/or working knowledge of Urdu is desirable.
