About Us

The National Credit Guarantee Company Limited (NCGCL) has been incorporated as a public company limited by shares, with the subscribed shareholding of Government of Pakistan - Ministry of Finance (44%), and Karandaaz Pakistan (56%). The initial capital of the company has been made available by the United Kingdom's Foreign, Commonwealth & Development Office (FCDO) under its Financial Inclusion Program. NCGCL has been incorporated as a Non-Banking Financial Company (NBFC), which is regulated by the SECP, and has acquired an Investment Finance Services (IFS) License.

Being a highly specialized institution, NCGCL will be designing and structuring guarantee products, which de-risk SME financing and will help financial institutions increase access to finance for the same. NCGCL will facilitate allocation of capital towards areas, which have a higher economic, employment, and impact multiplier. The primary objective of NCGCL remains to enhance access to capital for SMEs through various structured products, and catalyze economic growth in the process by targeting a largely underserved economic segment.

Job Overview

The Operations Manager will be responsible for leading and integrating the core operational functions of Procurement, Administration, and HR Operations at NCGCL. This role is critical to ensuring organizational efficiency, regulatory compliance, and cost-effectiveness across functions. The incumbent will oversee the planning and execution of procurement strategies, manage administrative services including office logistics and facilities, and ensure smooth and compliant HR operational processes. Reporting to senior leadership, the Operations Manager will also be responsible for managing a team of function-specific leads and driving continuous improvement, team capacity building, and strategic alignment with the organization's overall goals.

Key Responsibilities

Procurement

  • Develop and implement procurement strategies aligned with organizational goals. Ensure procurement activities are cost-efficient and support NCGCL's operational needs.
  • Provide guidance and support to the procurement team in achieving performance objectives, training, and conducting evaluations.
  • Build and maintain strong vendor relationships. Negotiate contracts, monitor supplier performance, and address issues to ensure value delivery.
  • Oversee drafting, negotiation, and management of contracts and agreements. Ensure compliance and address discrepancies.
  • Conduct market research to stay updated on trends and vendor offerings. Use insights to make informed procurement decisions.
  • Develop and manage procurement budgets. Identify cost-saving opportunities and ensure adherence to financial controls.
  • Ensure procurement practices comply with laws, policies, and ethical standards. Identify and manage procurement-related risks.
  • Prepare procurement performance reports and maintain accurate records and documentation.
  • Execute any other tasks necessary for ensuring the optimal performance of the Procurement Department.

Administration

  • Develop and implement effective administrative policies and procedures to support organizational needs.
  • Supervise the provision of office services including stationery, mail handling, workspace arrangements, and maintenance.
  • Manage support staff performance and resource allocation.
  • Drive cost-efficiency initiatives, including energy and utility conservation.
  • Ensure logistics and arrangements for internal and external meetings.
  • Handle comprehensive travel arrangements including flights, local transport, accommodation, and allowances.
  • Oversee maintenance and monthly upkeep of company vehicles (fuel, servicing, repairs).
  • Coordinate with HR on maintaining attendance, leave records, and assist in recruitment/onboarding activities.
  • Ensure systematic maintenance of finance and administrative records and documentation.

HR Operations

  • Maintain and update employee records including personnel files, attendance, and leave data.
  • Support end-to-end HR operations including recruitment logistics, onboarding, exit formalities, and employee documentation.
  • Ensure timely processing and maintenance of employment contracts, confirmations, and probation extensions.
  • Assist in performance management cycles by coordinating review timelines, communications, and documentation.
  • Facilitate training coordination, employee engagement activities, and staff welfare initiatives.
  • Ensure HR operations comply with internal policies, labor laws, and audit requirements.
  • Act as the HR system focal point for operational queries and documentation.
  • Coordinate with Finance and Admin for payroll inputs and employee benefits administration.

Eligibility Criteria

Education

  • Bachelor's or Master's degree in Business Administration, Management, Supply Chain, or a related field.

Experience

  • 5–7 years of relevant experience with exposure to Procurement, Admin, and HR operations.
  • Prior experience in managing cross-functional teams and operational oversight.

Technical & Behavioral Competencies

  • Ability to design and implement effective strategies across procurement, HR operations, and administration aligned with organizational goals.
  • Proficient in negotiating, drafting, and managing contracts and supplier relationships to ensure value, quality, and compliance.
  • Skilled in streamlining operational processes while ensuring adherence to regulatory, organizational, and ethical standards.
  • Strong analytical skills for maintaining records, interpreting data, and presenting insightful reports for performance and decision-making.
  • Capable of leading cross-functional teams, setting clear performance expectations, and fostering a culture of accountability and growth.
  • Strong interpersonal skills for engaging with internal and external stakeholders, resolving conflicts, and aligning teams on common objectives.
  • Demonstrates sound judgment in assessing challenges, evaluating options, and implementing practical solutions under pressure.
  • Upholds high ethical standards, confidentiality, and a strong sense of responsibility in managing sensitive organizational matters.
