The Government of Pakistan has received financing from the International Development Association (IDA) toward the cost of the Digital Economy Enhancement Project (DEEP) and intends to apply part of the proceeds for consulting services, which shall be implemented by the National Database and Registration Authority (NADRA).

The consulting services ("the Services") include professional expertise of Database Administrator at a monthly lump sum remuneration. National Database and Registration Authority (NADRA), being the Project Implementing Unit (PIU), intends to hire the services of a Database Administrator for DEEP to assist the project management in the relevant field. The consultant, as an expert in the field, will provide required services maintaining the highest degree of integrity and ethical standards. The services of the individual consultant shall be initially hired for a period of one year, extendable depending upon the requirement of the project and performance of the consultant.

National Database and Registration Authority invites eligible candidates ("Consultants") to indicate their interest in providing the Services as Database Administrator in the Digital Economy Enhancement Project. Interested Candidates should provide information demonstrating that they have the required qualifications and relevant experience to perform the expected Services. The short-listing criteria are:

  1. BS (4 Years) / Master in Computer Science, Information Technology or related field from a recognized university.
  2. Seven-to-ten years of experience in Oracle database administration.
  3. Database Certification (OCP) will be preferred.
  4. Experience with Oracle RAC (Real Application Cluster) and Active Data Guard.
  5. Proficient in writing SQL, PL/SQL, and shell scripting.
  6. Advanced knowledge of database security, backup, and recovery procedures.
  7. Ability to diagnose and resolve database-related issues quickly and efficiently.
  8. Thorough understanding of other database technologies (MySQL, PostgreSQL, and MongoDB).
  9. Experience with Linux server and virtual environment.
  10. Prior knowledge of ETL tools is required.
  11. Excellent written and verbal communication skills.

The selected candidates will be required to present their original documents at the time of interview. Submission of any false information will lead to immediate disqualification of the candidate at any stage of the hiring process.

A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
