Decentralization, Human Rights and Local Governance is a multi-sector project aimed at strengthening rights-based development, community stabilization, gender equality and social inclusion across all regions and provinces of Pakistan. The core objective of the project is to ensure inclusive and equitable service delivery by providing technical assistance and capacity development support to relevant federal ministries, provincial line departments, statutory bodies, civil-society and private sector organizations. A key aim is to support the creation of an enabling environment for accelerated access to rights, people-centered justice and people-centered security. The project is aimed at institution building while connecting with vulnerable and at-risk communities to build trust between rights holders and duty bearers, for inclusive, expeditious and transparent access to rights and services. The Project will work with key UN partner agencies including OHCHR, UNHCR, UNWOMEN, ILO and IOM in line with the One-UN strategy to leaving no-one behind. Key beneficiaries will include vulnerable and at-risk men, women, girls, transgender persons, persons with disabilities as well as marginalized and vulnerable populations in general. UNDP will leverage its partnerships with government, statutory bodies, private sector and civil-society stakeholders at the national and sub-national levels for the institutionalization of a rights-based approach to development across Pakistan. A cross-cutting programmatic area of the DHL project is its interventions related to strengthening national human rights institutions, promoting gender equality, and the inclusion of vulnerable populations in Pakistan.
Duties And Responsibilities
The Project Social Inclusion Specialist works under the overall guidance of the Chief Technical Advisor and will report directly to the Project Rights Based Development Expert.
Key Duties and Responsibilities:
- National Human Rights Institutions and Social Inclusion Project Implementation and Strategic Advice
- Lead all implementation of the National Human Rights Institutions (NHRIs) pillar of the EU funded Human Rights Project in line with donor requirements, with a particular focus on ensuring the strategic alignment of activities with all other relevant programmatic priorities including gender equality, social inclusion, business and human rights, human rights education, and environmental justice.
- Lead planning, monitoring, and optimizing the utilization of resources to ensure the successful achievement of project objectives and results outlined in the project document, with a particular focus on strengthening national human rights institutions and facilitating access of the most vulnerable populations. Provide subject matter technical advice and support to the team, ensuring timely delivery of outputs within budgetary and quality standards.
- Regularly share updates from international partners, especially the European Union and the Global Alliance of National Human Rights Institutions (GANHRI), on developments that may impact project implementation. This includes conducting regular research on the latest developments on GANHRI and Asia Pacific Forum (APF) guidance and requirements that may impact the project's partnerships and its implementation.
- Coordinate with the project's subject specialist experts, including the other thematic leads for the EU project (governance; human rights education; and Business and Human Rights) and provincial Project Officers in to ensure cross-fertilization and a cohesive approach to implementation between the provinces.
- Lead NHRIs, gender equality and social inclusion procurement strategy to contract qualified and track of progress against deliverables of Individual Contractors, Vendors, Implementing Partners and private sector organisations to ensure high-quality and timely technical delivery in support of the NHRIs pillar. Keep track of progress against deliverables of Individual Contractors, Vendors, Implementing Partners and private sector organisations contracted by the Project to ensure timely and quality delivery of the gender equality, social inclusion, and national human rights institutions components in the programme.
- Coordinate closely with National Human Rights Institutions including the National Commission for Human Rights, the National Commission on the Status of Women, the National Commission on the Rights of the Child, and relevant provincial commissions to ensure alignment of project goals for the programme.
- Facilitate the establishment of inclusive platforms that connect duty bearers with rights holders. Support the development and strengthening of consultative platforms for human rights defenders, civil society organizations, and relevant national human rights institutions and commissions. Ensure the inclusion of the most marginalized and vulnerable populations, including women, minorities, transgender persons, persons with disabilities, etc.
- Human Rights Project Co-Implementation and Strategic Advice

Keep track of progress against deliverables of Individual Contractors, Vendors, Implementing Partners and private sector organisations contracted by the Project to ensure timely and quality delivery of the components in the programme.
- Coordinate closely with development partners and key high level stakeholders including the EU, National Human Rights Institutions including the National Commission for Human Rights, the Ministry of Human Rights and relevant provincial line departments to ensure alignment of project goals for the programme.
- Collaborate with other program units, project teams and implementing partners to integrate critical development issues, including on gender equality, institutional strengthening, women's empowerment, and social inclusion of vulnerable populations, into project activities and expected outputs, in line with UNDP Rules and Regulations.
- Ensure that planned interventions align with Pakistan's international human rights obligations, federal and provincial human rights legislation, and inclusive best practices on strengthening national human rights institutions.
- Oversee the operational management of the assigned portfolio, and ensure timely procurement of goods, services, and vendors effective management of human resources, technical resources, and financial resources, with a specific focus on the social inclusion of vulnerable populations, and strengthening the human rights ecosystem, and gender equality.
- Establish partnerships and open channels of communication
- Conduct analysis of donor funding strategies, state priorities and beneficiary demands – with a particular focus on the human rights ecosystem in Pakistan.
- Develop and maintain strong relationships and strategic linkages: Establish and nurture strong relationships and strategic linkages with National Human Rights Institutions in Pakistan, including the National Commission for Human Rights, the National Commission on the Status of Women, the National Commission on the Rights of the Child, and any relevant provincial commissions. Engage with and strengthen strategic linkages with the European Union Delegation, the Global Alliance of National Human Rights Institutions (GANHRI), the Office of the High Commissioner for Human Rights (OHCHR), and the Asia Pacific Forum (APF).
- Engage with government officials, private sector businesses, and Non Government Organisations (NGOs): Engage with relevant stakeholders in the government, with NGOs and civil society organizations, businesses and business associations, and academic stakeholders to support key objectives and ensure inclusive implementation and meaningful participation of these key stakeholders in the assigned portfolio.
- Develop and facilitate strategic linkages for key partners: Identify A grade national human rights institutions in Europe and in Asia and facilitate strategic linkages with NHRIs in Pakistan to promote the exchange of best practices and learning opportunities.
- Provide capacity development support to National Human Rights Institutions and relevant provincial commissions on rollout of key initiatives under the EU Human Rights Project, such as strengthening the capacities of National Human Rights Institutions to monitor the State's human rights obligations and resolve complaints, especially regarding the inclusion of vulnerable populations.
- Develop and maintain stakeholder mapping and analysis: Conduct stakeholder mapping and analysis to identify potential CSOs and international partners that can contribute to strengthening the consultative mechanisms of National Human Rights Institutions. Determine the best approaches to leverage their participation and strengthen their engagement with National Human Rights Institutions.
- Provide technical support to implementing partners in line with the European Convention on Human Rights: Offer technical support and guidance to the Ministry of Human Rights, relevant provincial line departments, the National Commission for Human Rights, the National Commission on the Status of Women, the National Commission on the Rights of the Child, and relevant provincial commissions and ombudspersons. Act as a liaison between UNDP and these partners, facilitating effective communication and collaboration to ensure the successful implementation of project activities and the achievement of project objectives.
- Prepare substantive briefs on possible areas of cooperation and opportunities for joint initiatives: Make recommendations to the management team on activities with the potential for scale-up, replicability, and synergies in collaboration with these stakeholders.
- Support resource mobilization efforts and project development: Contribute to resource mobilization efforts by identifying potential funding sources, developing project proposals, and assisting in the formulation of strategic partnerships on GEN 3 initiatives. Collaborate with relevant stakeholders to align project development with their priorities, needs, and expertise in social inclusion, gender equality, women's empowerment, and access to justice and environmental justice.
- Monitor and report on progress in implementing project activities and achieving the targets set
- Co-lead reporting and results framework development and updating for the human rights project, with a focus on the NHRIs, social inclusion, business and human rights, human rights education, and human rights departments components: Review the results framework of the assigned portfolio along with pillar leads and the M&E Officer and update indicators, baselines, and targets, taking into consideration the specific needs and priorities of stakeholders working on human rights, gender equality and the inclusion of vulnerable populations; private sector women led groups. Develop clear strategies and an effective system for data collection, means of verification, and information sharing and reporting, ensuring alignment with UNDP guidelines.
- Monitor implementation and progress: Monitor the implementation of activities and progress in achieving goals and targets, with a particular focus on the national human rights institutions, gender equality, and the social inclusion of vulnerable populations including minorities, transgender persons, persons with disabilities, etc. Conduct periodic visits to the project implementation areas to review compliance with the required UNDP procedures.
- Liaise with the UNDP CO: Liaise with UNDP CO for strategic communication, reporting and coordination – while providing guidance to DHL Provincial Project Officers, ICs, and other relevant staff on a synergetic approach to project reporting and communication.
- Prepare reports: Prepare corporate, donor, and government reports in line with the reporting schedule and requirements set by UNDP and the EU, and any other relevant donors. Support the CTA in preparation of project's mid-term, annual and terminal reports.
- Coordinate with the Operations team: Coordinate closely with the Operations team to develop budgets and support the financial management of NGOs, civil society organizations, and women led organisations involved in the project.
- Represent the project in government and non-government fora on human rights at national and subnational levels.
- Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s)
- Organize training, workshops, and capacity building activities: Organize training sessions, workshops, and capacity building activities with national human rights institutions in a consultative manner, involving technical experts and stakeholders from the government, academia, NGOs, donors, the private sector and other relevant partners. Ensure that these activities specifically address social inclusion, Pakistan's human rights obligations, women empowerment, environmental justice and the rule of law.
- Identify, synthesize, and document best practices and lessons learned: Identify and document best practices and lessons learned generated from the project and its implementing partners in the areas of national human rights institutions, human rights, social inclusion, women empowerment, child rights, access to gender justice, environmental justice and environmental defenders. Synthesize this knowledge and share it with stakeholders, enabling wider dissemination and replication of successful approaches.
- Participate in knowledge networks and communities of practice: Actively participate in knowledge networks and communities of practice related to the key areas under the EU project with a focus on national human rights institutions, social inclusion and gender equality to share insights and contribute to discussions, drawing on project experiences. Support the establishment of knowledge platforms for the project, facilitate innovative mechanisms for knowledge dissemination, and develop knowledge resources and products to share with project partners and support UNDP's engagement in these areas.
- Promote advocacy on development trends and collaboration opportunities: Collaborate with relevant project partners, stakeholders, and UNDP's Communications Unit to raise awareness, engage in policy dialogues, and advocate for meaningful change. Utilize communication channels and platforms to amplify the project's impact.
- Perform other duties within the functional profile: Fulfill other duties within the functional profile as deemed necessary for the efficient functioning of the Office and the Organization. This may include providing support in related project activities, contributing to policy development, and addressing emerging issues and challenges in the field.

Required Skills and Experience
- Advanced university degree (master's degree or equivalent) in International Relations, International Peace and Conflict Resolution, Public Administration, Political Sciences, Social Sciences, or related field is required, or
- A first-level university degree (bachelor's degree) in the fields of study mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Minimum 5 years (with master's degree) or 7 years (with bachelor's degree) of relevant experience at the national or international level in human rights, international relations, and/or development is required.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages is required.
- Knowledge and experience working on human rights and gender equality is required.
- Prior experience of providing technical support to National Human Rights Institutions is required.
- Prior experience in providing technical expertise on social inclusion and gender equality is required.
- Experience of donor report writing, analysis and review is required.
- Proven strong communication skills and ability to articulate ideas in a clear, concise style.
- Experience in networking and partnership development.
- Familiarity with the UN policies, processes, and programming frameworks.
- Previous work experience with UN agencies/ international organisations.
- Previous work with national human rights institutions.
- Previous work experience with an EU-funded project.
- Experience in documentation and preparing reports (donor, government).
- Experience in implementation of related projects (human rights, social inclusion and protection).
- Fluency in English and Urdu languages is required.
