ROLE PURPOSE

The New Business Development (NBD) Manager leads strategic resource mobilization efforts to advance Save the Children's Country Strategy Plan (CSP) and ensure sustainable funding for impactful, innovative programs. This includes pre-positioning with donors, identifying and pursuing funding opportunities, and driving proposal development to secure multi-million-dollar grants from institutional donors, foundations, and corporate partners. The NBD Manager works closely with the Program Quality, Technical, MEAL, and Finance teams to design high-quality, evidence-based proposals that align with donor priorities and country program objectives. The role also includes maintaining strong donor relationships, influencing funding strategies, and ensuring that learning from past programs informs future proposal development.

  • Work closely with Director I&I, NBD team and technical experts to provide technical advice, ensure learning from current and past programs informs timely new proposal development and work towards achieving the country strategic plan.

  • External networking and representation, 360º engagement with CO, regional and global team

General management

  • Lead and participate in any donor visit to project(s) within the country office portfolio, as required.
  • Carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.
  • Ensure a child rights approach and resilience cuts across all our thematic areas in project design, and that all sectors apply a risk lens to program design in line with Save the Children policies.
  • Ensure excellent coordination and cooperation with technical advisors as well as surge teams during emergencies.

New Business Development

  • Identify, research, and disseminate information on new funding opportunities from bilateral, multi-lateral, and other institutional donors. Use creative approaches to link programme aspirations to donor priorities, while also effectively influencing the strategies of donors.
  • Track upcoming funding opportunities, donor engagement and proposal development process. Prepare regular updates on the status of the funding portfolio and key trends to monitor.
  • Assist in developing funding raising strategy, which should reflect our ambitions and new creative thinking to achieve more for children.
  • Pro-actively seek donor intelligence on prospective new opportunities or partnerships.
  • Ensure key contacts, required formats and donor strategies are kept up-to-date at the country office level.
  • Develop and implement a strategic donor engagement plan to strengthen Save the Children's visibility and positioning with institutional, corporate, and foundation donors. Engage proactively with donors to understand their evolving priorities, align proposals accordingly, and co-develop funding opportunities. Represent Save the Children in key donor meetings, networking events, and funding forums to enhance relationships and influence funding strategies. Facilitate donor intelligence sharing within the Country Office to ensure programmatic alignment with donor interests.
  • Scan for funding opportunities and liaise with donors about specific funding opportunities.
  • Pro-actively seek local donor intelligence on prospective new opportunities or partnerships.
  • Participate in key donor meetings, when necessary, to foster long-term collaboration and engagement.
  • Facilitate the development and regular update of donor engagement plan, consistent with the Country Strategy.
  • Plan and facilitate regular donor check-in/update visits with major institutional donors in Pakistan.
  • If needed represent Pakistan office in relevant donor forums, workshops and conferences where new business development opportunities can be formulated.

Program design and proposal development

  • Lead and manage the end-to-end proposal development process, ensuring alignment with Save the Children's global and country priorities. Ensure all proposals are designed using a market systems development approach, integrating private sector engagement, social entrepreneurship, and financial inclusion strategies where relevant. Work within interdepartmental coordination for programme and proposals development with Programme Teams, Security, Awards Management, Finance & Grants, and HR (for staffing requirements).
  • Support the technical and MEAL teams in designing innovative, evidence-based programs that incorporate learning from past projects, best practices, and Save the Children's Common Approaches. Ensure that proposals effectively package program strategies for diverse donors, including institutional funders, corporations, and foundations. Manage consortium partnerships and lead negotiations on proposal design with key stakeholders.
  • Monitor and track the proposal development calendars to ensure the process and deliverables are on track and timely while ensuring and facilitating coordination amongst teams – Programme Operations, Finance, HR, Security and Member Services.
  • Ensure quality assessments, evidence-based design, using literature review, best practices and lessons learnt from previous programs in all proposals.
  • Ensure partners are properly engaged during proposal process.
  • Represent Save the Children as a generalist, alongside technical experts, in consortium meetings regarding proposal development.

Staff management:

  • Assess capacity gaps, provide trainings for New Business Development team.
  • Responsibility to create and maintain a managerial and operational environment within the team, where the Child Safeguarding Policy is effectively implemented.
  • Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children's Child Safeguarding Policy and Code of Conduct.

QUALIFICATIONS, EXPERIENCE AND SKILLS

  • Development professional with a relevant Master's Degree in International Development, Business Administration, Economics, Social Sciences, or related field.
  • Minimum 7 years of experience in new business development, resource mobilization, or fundraising within international NGOs, development agencies, or private sector entities.
  • Track record in assisting in winning bids and proposals for donors, corporates and others.
  • Proven track record in leading the design of innovative, high-value, evidence-based proposals, including experience with market systems development, private sector engagement, and innovative financing mechanisms.
  • Proven ability to effectively lead managerial positions to coordinate teams and design quality programs.
  • Significant experience in both an emergency and development contexts, preferably with solid experience in at least 2 priority sectors of Save the Children: education, protection, child rights governance, health and nutrition.
  • Experience in both development and complex emergencies preferred.
  • Strong ability to influence and build strategic relationships with institutional donors, corporates, and foundations.
  • Excellent coordination and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels and pull together input from a diverse team.
  • Excellent writing/editing, reporting, budget development and presentation/communication skills.
  • Experience in coordinating development of large-scale or strategic proposals, including the development of multi-million-dollar project budgets.
  • Cultural awareness mastering and ability to work in an international environment with people from diverse backgrounds and cultures.
