Role Overview:

The Engineering Manager is responsible for driving business performance by developing and maintaining a highly competent engineering function. Incumbent will provide engineering support (resources, expertise, and assurance) to Development and Project Delivery Managers, while also supporting Operations and Maintenance teams as needed.

The role includes overseeing engineering design activities to ensure the successful delivery of MariEnergies projects, with a focus on key elements of Design Management, having a strong understanding of EMSs and practical experience in adapting IOC practices to the local context of MariEnergies.

Main Roles & Responsibilities:

  • Implement Engineering Management capabilities within the Engineering, Developments & Projects (E, D&P) Department, including identifying and selecting engineering standards for MariEnergies' capital projects.
  • Direct and coordinate multidisciplinary engineering activities across all project phases (concept, FEED, detailed design, procurement, construction, execution, and commissioning), ensuring effective communication between the company and contractors.
  • Act as the technical focal point with all MariEnergies JV partners and coordinate responses to non-commercial queries.
  • Provide visible leadership and commitment to Top Quartile HSSE performance, supporting the Department Manager's accountability and MariEnergies' commitment to world-class safety.
  • Set technical and safety standards for all MariEnergies Capital projects managed by ED&P, ensuring compliance with both local and corporate HSE requirements.
  • Ensure Process Safety Studies are conducted early, with findings incorporated into design.
  • Ensure robust Terms of Reference are in place for HAZIDs, HAZOPs, and other HSSE-related reviews, with sufficient representation from required functions.
  • Define the design process in cooperation with design contractors, including addressing HSSE issues, ensuring design quality, managing interfaces with other contractors, and incorporating constructability, operability, and maintainability.
  • Define requirements for design deliverables, including technical deliverables for each project stage and the process to assure quality.
  • Develop and implement design standards and philosophies for project development and execution.
  • Develop and approve the Basis for Design, design philosophies, technical specifications, and procedures for managing changes to these documents.
  • Ensure that suitable contractor resources are available to produce quality engineering deliverables in accordance with the agreed schedule.
  • Establish processes for managing Supplier and Contractor concession requests and monitor compliance.
  • Contribute to project risk workshops and ensure engineering-related actions from risk response plans are followed up.
  • Monitor progress on engineering deliverables and propose corrective actions to address potential schedule overruns.
  • Prepare technical and progress reports to support management and joint venture partners in decision-making.
  • Establish processes for design document management, including review, approval, and storage, and monitor effectiveness.
  • Coordinate Engineering participation in procurement processes (e.g., ITT requisition packages), evaluate technical submissions, and ensure adherence to procedures.
  • Ensure consistency in applying codes, standards, and design philosophies.
  • Develop a Technical Assurance Framework to provide fit-for-purpose assistance, reviews, and value-improvement workshops, potentially through independent contractors.
  • Coordinate with Operations Representatives to develop an Operations Assurance Plan, including activities for readiness, handover, and commissioning.
  • Establish processes for the development and storage of as-built and vendor data.
  • Conduct final "wash-up" meetings with engineering teams to capture lessons learned.

Qualifications:

  • Bachelor's (Hons) degree in Chemical/Process or Mechanical Engineering from an HEC recognized institute in case of inland education.
  • Formal accredited membership of the relevant professional institute (IChemE, IMechE, PEng or similar) would be a positive differentiator among candidates.

Experience:

  • At least 20 years' experience in the Oil and Gas industry, and at least 10 years as Engineering Manager, preferably in an Operator's Owner's Engineering Team with multi-discipline responsibility for Greenfield and/or Brownfield engineering / projects through concept development up to project execution and start-up.

Required Competencies and Skills:

  • Broad knowledge of current and new legislation, codes, Standards and Guidelines across the disciplines (e.9. APls, ASME, IEC, depending on discipline).
  • Experience with conceptual studies, FEED and detailed design in multidiscipline upstream projects.
