Muslim Hands, in partnership with the British Council and funded by FCDO, is implementing a comprehensive education program under the ILMPACT.

ILMpact is FCDO-funded programme led by the British Council in Pakistan aimed at strengthening inclusive provincial education systems in Pakistan, focusing on providing quality education in Khyber Pakhtunkhwa (Khyber, Mohmand, Sawabi, DI Khan, Manshera, Battagram, Buner, Shangla) and Punjab (Lahore, Kauser, Khanewal, Bahawalnagar, Vehari, Bhawalpur, Rahimyarkhan) targeting girls and marginalised children. The programme will support at least 160000 most vulnerable children & adolescents aged 5–16 in seven districts of KP and eight districts of Punjab.

Capacity Building programme of school Leaders (Head teachers) is one of the most important components of ILMpact programme. The programme will ensure that head teachers are fully equipped to support implementation of ILMpact programme in their schools. Head teachers will ensure implementation of ECE/Katchi, Remedial Learning programme (Teaching at the right Level, Dual language and Home-based Learning component), Catch Up programme, SMC/PTC strengthening, STEAM clubs, Girls Clubs, Disability and Inclusion and Safeguarding in alignment with ILMpact programme. Training programme will ensure that Head teachers have the deep understanding of ILMpact programme and be empowered as school leaders to drive improvement through strong mentoring, effective teaching and learning practices, and successful implementation of the ILMpact programme.

About the role of the Consultants

The Consultants will work under guidance of British Council Global Lead and in collaboration with the British Council team, to develop training guides for the Peer Group Leaders (PGLs) and Teachers Guide for supporting the PGLs, run training programme for downstream partners (DSPs) and PGLs to strengthen girl's voices.

The consultants will also work closely with downstream partners to strengthen their capacity on girl's agency as well as provide mentoring support to ensure high quality programme. The consultants may be required to represent the ILMpact and therefore will be expected to maintain high levels of professionalism and conduct. They will be further expected to portray themselves as a role model to PGLs, teachers and teacher educators by demonstrating strong work ethics and best practice.

Deliverables- Outcomes and outputs

The role of the consultant may include (but not limited to) the following:

  • Develop Peer Group Leader Learning Training Guide for grade 8 students in consultation with the British Council Global Lead and ILMpact team. The guide will include materials for peer leader and will have a plan, along with templates for club's English activities, exercises – with updated language and accessibility suitable for Grade 8 girls in Public School environment. The resources developed for PGLs will include Activity Sheets and Materials [used by members of grade 6 & 7]: covering Games, Discussion Cards, Picture Cards, Story Telling Templates, Situation Cards, Collaborative Story Telling, Decision Making Games, learning through case studies, problem solving tasks, creating life plans, pen pals etc. The consultant will also suggest Girls Agency branding materials.
  • Develop Teachers Guide for Supporting Peer Group Leaders in School: This guide will have a set of instructions and guidance for teachers and so they 'allow', 'enable' and 'mentor', Peer Group Leaders in their School.
  • Obtaining approval of developed training content from relevant provincial educational department with support of Muslim Hands /ILMpact team
  • Design and deliver orientation session with 240 Teachers and DSP around Girls Agency component of ILMpact Programme.
  • Conduct 4 days Trainings and refreshers of 480 PGLs in 15 districts of ILMpact.
  • Undertake mentoring visits to support DSP's, Girls Club and teachers in respective selected districts to ensure quality delivery of the component for 15 districts
  • Ensure smooth coordination of design, printing, procurement and provision of Girls Agency material (as per agreed scope) for 15 districts
  • Conduct monitoring and evaluation (M&E) activities, including field visits and using specified tools to collect and collate data
  • All training documentation (attendance registers, participant profiles, trainer reports, etc) is completed accurately, kept up-to-date and submitted according to agreed standards and timelines.
  • Contribute to specific projects in line with project outcomes and targets and as agreed with ILMpact team (British Council and Muslim Hands ).
  • All materials, trainigs and documents are developed to agreed format and layout which meet ILMpact standards and are supported by clear learner notes. Materials templates are developed and content standards (e.g. on number of pages of materials per unit, amount of detail in trainer's notes, number of illustrations per page, and complexity of rubric, etc.)
  • Provide quarterly reports on the ILMpact format, Identify lessons learnt and challenges and propose mitigation measures.
  • Participate in relevant meetings, annual team meetings, administrative meetings / events and training programmes

Delivery Requirements

  • Delivery must meet the methodological and language skill needs of the target groups.
  • The consultant will work for 5 business days (9 AM to 5 PM), and the standard Muslim Hands HR policies will apply.
  • Delivery must meet ILMpact/Muslim Hands standards as defined by the standards, skills and behaviours in this role profile.
  • Monitoring and evaluation procedures are followed as per project requirements and relevant documentation is completed and submitted on time.
  • Client satisfaction levels are positive, measured by feedback from client customer satisfaction surveys and focus groups.
  • Data Protection and Copyright laws are complied with and, when necessary, copyright permission is obtained and kept on record.
  • All training resources must be relevant to the needs of the target audiences and in line with Muslim Hands standards as defined by the agreement per activity and Muslim Hands staff.
  • Complete mandatory safeguarding learning courses and strictly comply with all Muslim Hands policies and procedures of safeguarding.
  • The post holder will need to be a Pakistani national or have a legal right to work in Pakistan and will ensure references and background checks as per Muslim Hands Human Resource and Safeguarding policies.
  • Selected School Leadership Expert must complete all deliverables

The consultant will be expected to maintain high levels of professionalism and conduct. They will be further expected to portray themselves as a role model to DSPs, head teacher/teachers by demonstrating strong work ethics and best practice.

Duration:

Eight month (August 2025 – March 2026. Extendable subject to availability of funds.

Job locations

  • Punjab: 01 will be based in Lahore, 01 in Multan with frequent travel to all target districts on Punjab
  • KPK: 01 based in Peshawar with frequent travel to all target districts in KP while 01 will be placed in Muslim Hands Islamabad office for immediate coordination with British Council team and rest of the team.

Reporting and communication

The School Leadership Expert and its team lead will report directly to the Manager Institutional Partnerships & Development (IDP)- Muslim Hands and Project manager ILMpact at Muslim Hands Head office and provide regular updates on progress and challenges.

Logistical Support Team –MH will be responsible for their field logistic and support.

Requirements
  • Minimum of 16 years of education (bachelor's degree required; master's degree in social sciences preferred).
  • Proven work experience on English Learning.
  • Expertise in peer-led learning approaches is desirable
  • Proven work experience on content development especially child friendly content.
  • Strengthening girls' voices. Proven record of conducting training and providing mentoring support.
  • At least 5years of relevant content development and training experience
  • Experience of developing content, for girls (6-8 grades). Participatory approaches for engagement of girls (including girls with disabilities and religious minorities for their empowerment.
  • Facilitating Training of Trainers and mentoring
  • This is a full-time role, and the person needs to work in alignment with ILMpact requirements.
