MBA or Masters in Supply Chain Management with at least 9 years of working experience in Government/Semi-Government/Reputable Corporate Organizations.

Responsibilities:

The main mandate of this position is to supervise all procurement activities under the tender room, including reviewing and approving tender sales, reviewing bids received, and observing the tender opening process. The incumbent is required to supervise dispatch operations, handle public interactions, liaise with user departments, and represent the organization in the bid opening committee. Candidates with prior knowledge of PPRA rules and regulations will be preferred.

Job Description/Responsibilities:

  • Receive and review all documents related to the tender process, verifying completeness and accuracy before issuance to suppliers.
  • Monitor the tender sale management process to ensure smooth operations in accordance with established procedures.
  • Handle issues or challenges during the tender sale and resolve them promptly.
  • Ensure compliance with all relevant rules, regulations, and registrations with government or semi-government bodies, including NTN, SRB, PPRA, PEC, etc.
  • Manage dispatch operations, including receipt and recording of tender requests via mail and timely courier delivery.
  • Correspond with suppliers to address queries received through various channels.
  • Oversee the receipt of bids, ensuring they are received smoothly and recorded with date, time, and samples if applicable.
  • Coordinate and conduct the bid opening process publicly with relevant stakeholders.
  • Ensure accurate and timely digitization of tender documents through data entry, tapping, and scanning.
  • Analyze bid offers post-opening, scrutinizing financial bids and guarantees, and ensure proper recording of financial documents and earnest money.
  • Transfer custody of financial documents to the Treasury Department promptly.
  • Coordinate with user departments in cases of single bids or queries, acting as the point of contact.
  • Serve as a central coordinator between the Tender Room and other procurement sections to ensure effective communication and workflow.
  • Identify, assess, and develop strategies for risks under their management, monitoring and reporting on them accurately.
