Background
The Revenue Mobilisation, Investment and Trade (REMIT) programme (2021–2028), funded by the UK's Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI), is providing technical assistance to the Government of Pakistan to strengthen macroeconomic management, improve domestic resource mobilisation, and support resilient, sustainable development.
A core part of this support is Climate Budget Tagging (CBT)—a structured approach to identify, classify, and report on public expenditures relevant to climate mitigation, adaptation, disaster risk reduction, and gender responsiveness. CBT aims to improve transparency, accountability, and alignment of public spending with Pakistan's commitments under the Paris Agreement, the Sendai Framework, and the Sustainable Development Goals.
Activity Context
The Government of Pakistan has prioritised transparent, accountable, and climate-resilient public financial management. As part of this agenda, REMIT is supporting the institutionalisation of Climate Budget Tagging (CBT)—a system for identifying, classifying, and reporting on climate-related public expenditures.
While federal-level tagging methodologies and reporting structures are being developed, a dedicated provincial and regional component is also underway. This focuses on conducting scoping exercises across the four provinces and two regions (Gilgit-Baltistan and Azad Jammu & Kashmir) to assess institutional readiness, cost implications, and operational alternatives for rolling out CBT at the subnational level.
The scoping exercise will engage with provincial finance departments, planning and development boards, and sectoral line departments to assess systems, capacities, and political economy factors. The outcome will be a comprehensive operational plan for integrating CBT into provincial budgeting processes, enhancing climate-responsive planning, and ensuring alignment with national and international commitments.
A Senior Policy Expert has been engaged to lead the design, coordination, and quality assurance of the provincial scoping exercise. The Associate – Provincial Climate Budget Tagging will work under the direction of this expert, supporting coordination, documentation, stakeholder engagement, and background analysis to ensure the success of the scoping phase and future roll-out planning.
Job Summary
The Associate will support the Senior Policy Expert and the REMIT team in coordinating the provincial scoping exercise, documenting institutional inputs, organising stakeholder engagements, and tracking deliverables. The Associate will also assist in preparing analysis, reviewing documentation, and supporting the delivery of workshops and consultations to ensure smooth implementation of the provincial Climate Budget Tagging activity.
Duties and Responsibilities
The roles and responsibilities of the Associate include but are not limited to:
• Assist in stakeholder coordination and follow-ups with provincial finance departments, planning departments, and other relevant institutions.
• Support preparation and validation of key scoping deliverables such as institutional mapping, capacity assessments, and consultation summaries.
• Track activity milestones and maintain an activity log for each province and region.
• Provide analytical assistance in reviewing documentation produced during the scoping exercise.
• Assist in workshop and consultation design and delivery, including logistics, presentations, and minutes.
• Maintain documentation of consultations, meeting notes, and stakeholder feedback logs.
• Provide inputs to scoping reports, operational recommendations, and knowledge products produced under the assignment.
Qualifications and Experience:
• A minimum of 3–5 years of experience in public policy, governance, development, or institutional reform projects.
• Bachelor's or master's degree in public policy, economics, development studies, environmental management, or a related field.
• Good understanding of public financial management, budgeting processes, and provincial governance structures in Pakistan.
• Familiarity with climate change policy, disaster risk reduction, or public expenditure tracking (preferred).
• Excellent record keeping, report writing, communications, and presentation skills.
• Excellent oral and written English.
Reporting
The consultant will report to the REMIT Team Lead and REMIT Macroeconomic Governance Component Lead.
