Officer, WASH-Engineer (Anticipated Position)

The primary function of this role is to oversee the implementation of WASH activities under the guidance of a supervisor. Responsibilities include conducting assessments, planning, designing (including BoQ, specifications, drawings), implementing projects, supervising activities, and managing financial, material, and other resources related to WASH and infrastructure programs. The role also involves administering technical interventions.

The officer contributes to developing concept papers and proposals for interventions and provides data in collaboration with the team. Additionally, the Senior Officer supports capacity building of national staff and stakeholders involved in WASH programs.

The individual is responsible for planning and executing WASH projects, maintaining networks with stakeholders and donors, and ensuring project monitoring, reviews, donor reporting, learning documentation, and support for project closure and exit strategies.

Assessment

• Conduct rapid needs assessments and analyses with the team.
• Support the transition from needs identified to activity plans and budgets.

Program Design and Implementation

• Implement WASH response programs aligned with strategy.
• Develop concept papers, proposals, and budgets.
• Design and implement water systems, including source selection, layout, BoQ, drawings, and equipment, for various contexts.
• Design and implement sanitation systems considering local conditions and norms.
• Prepare hardware components for IPC activities, supervise, and train teams.
• Manage procurement processes and follow-up on resource use.
• Ensure adherence to SPHERE standards and document compliance.
• Collaborate with HR for hiring and capacity building of WASH staff.
• Conduct training on water quality, plumbing, and data management.
• Prepare progress reports and ensure gender and protection considerations.
• Coordinate with related sectors and ensure integration of health, nutrition, and protection aspects.

Information and Coordination

• Provide regular updates on WASH activities.
• Participate in project meetings and represent the organization externally.

Perform other duties as assigned, ensuring all responsibilities align with the role's scope.

MINIMUM QUALIFICATIONS

• Bachelor's degree in Water and Sanitation Engineering, Civil Engineering, or related field.
• At least three years of experience in designing and implementing water and sanitation systems in humanitarian contexts, including two years in emergency settings.
• Experience supervising contractors and engaging with international stakeholders.
• Field experience managing national WASH programs in complex humanitarian settings.
• Knowledge of linking WASH with other sectors and understanding gender challenges.
• Proficiency in Windows and engineering software like AutoCAD, WaterCAD, etc.
• Excellent communication skills in English, both written and oral.
