Position Summary

The Expert will spearhead national efforts to promote efficient resource use and conservation across various energy-consuming sectors of the economy. Responsibilities include setting goals and performance parameters aligned with the national energy efficiency strategic plan, ensuring regulatory compliance per NEECA provisions, and supporting the achievement of energy savings targets. NEECA aims to save 3 MTOE of energy in the next five years, with about 1.3 MTOE through programs in industry, transport, and building sectors, and will also initiate initiatives in energy and agriculture sectors to establish future EE&C targets. The technical expert will provide insights and assist NEECA in introducing EE&C initiatives in the power sector.

Responsibilities
  1. Provide strategic direction for the technical services department.
  2. Plan, design, and implement EE programs in the power sector.
  3. Set measurable goals and develop work plans for new initiatives.
  4. Ensure compliance with NEECA core provisions in the power sector.
  5. Support capacity building within NEECA.
  6. Develop sector-specific energy efficiency strategies and business plans for power and thermal utilities.
  7. Monitor and evaluate project activities for compliance and effectiveness.
  8. Coordinate resources and third-party vendors for project execution.
  9. Contribute to standards development and energy audits, especially for captive power plants.
  10. Develop recommendations to improve thermal power plant efficiency.
  11. Create training content for energy auditors and technicians.
  12. Support the implementation of national schemes for certified energy auditors and managers.
  13. Assist in developing standards and labeling schemes for gas appliances and prepare related project documents.
  14. Perform other relevant tasks as assigned by NEECA management.
Deliverables
  • Draft sector-specific energy efficiency strategic plans.
  • Review international EE standards and facilitate appliance labeling regimes.
  • Review and support development of building energy codes.
  • Develop capacity building programs for building energy auditors and managers.
  • Contribute to the strategic plan for gas-based appliances.
  • Provide input for electric vehicle policies and transport sector efficiency programs.
Key Performance Indicators
  • Development of project documents (PC-1s, concept notes, feasibility studies).
  • Support in strategic planning for gas appliances and power sector EE actions.
  • Identify barriers to EE in power sectors.
  • Support for mandatory energy audit programs.
  • Monthly progress reporting.
Education

BSc Engineering (Electrical or Mechanical) from a recognized university. Postgraduate qualification and operational knowledge of thermal utilities are preferred.

Location

NEECA Secretariat, Islamabad.

Experience

Minimum 8 years of relevant experience, including at least three in energy efficiency. Postgraduate qualifications and experience with thermal utilities are preferred.
