The company offers independent 3rd party Registration/Certification services against various International ISO standards and provides technical inspection services and project management in industries like Oil & Gas, construction, and power. Role Description
This is a full-time on-site role for a Technical Manager – 3rd Party Inspection Services located in Lahore. The Technical Manager will be responsible for overseeing analytical tasks, team management, technical support, research and development, and project management in the field of inspection services. To lead, manage, and ensure the technical integrity of all 3rd party inspection activities in compliance with ISO/IEC 17020 and other relevant national and international regulations. This position plays a critical role in maintaining technical excellence, accreditation compliance, personnel competency, and overall client satisfaction in industrial inspections.
Key Responsibilities:
1. Technical Oversight & Compliance
- Ensure strict adherence to ISO/IEC 17020, PNAC requirements, and applicable industry standards.
- Develop, review, and implement inspection methods, procedures, and work instructions.
- Ensure all inspection tools, gauges, and instruments are properly maintained and calibrated.
- Lead technical audits (internal/external), manage NC closures, and support continual improvement.
- Conduct Internal Audits and Management review meetings
2. Inspection Operations Management
- Maintain data base of inspection reports, job files, and related technical documentation.
- Monitor site inspection activities, performance KPIs, and identify areas of improvement.
- Conduct risk assessments for complex or high-risk inspection jobs.
3. Personnel Qualification & Development
- Ensure that all inspectors and technical staff meet qualification and competency criteria.
- Design and implement training, refresher programs, and technical workshops.
- Conduct periodic field assessments, witness inspections, and performance evaluations.
- Maintain a centralized competency matrix and authorization log.
4. Client & Stakeholder Coordination
- Act as a technical advisor for clients and resolve technical disputes or escalations.
- Ensure transparency, traceability, and impartiality in all technical deliverables.
- Represent the company in client audits and technical reviews.
5. Documentation, Accreditation & Quality
- Maintain and update technical files, inspection checklists, and SOPs.
- Liaise with PNAC and other accreditation bodies for surveillance and renewal activities.
- Coordinate with the Quality Manager for management reviews and quality objectives.
- Monitor document control and records retention related to technical activities.
6. Business & Technical Support
- Provide technical input for proposals, tenders, and business development activities.
- Identify new service opportunities or inspection scopes relevant to the industrial sector.
- Support digital transformation initiatives and software implementation for inspection management.
7. Leadership & Strategic Contribution
- Guide the technical team with a vision for excellence and innovation in inspection services.
- Stay updated with technological trends, new standards, and industry advancements.
- Contribute to strategic planning and expansion of inspection services.
Qualifications & Experience:
- Bachelor's or Master's Degree in Mechanical, Electrical, or Industrial Engineering or Masters in Business Management
- Minimum 8–10 years of experience in 3rd party inspection services, with at least 3–5 years in a managerial or lead technical role.
- Strong knowledge and hands-on experience with ISO/IEC 17020 implementation and audits.
- Preferably a certified Lead Auditor for ISO 9001, ISO 14001, and ISO 45001 (IMS).
- Should have working knowledge and practical experience of ISO/IEC 17021 (Conformity Assessment for Certification Bodies).
- Experience with PNAC or similar accreditation bodies is preferred.
- Additional certifications (API, ASME, AWS, LEEA, etc.) are a plus.
