Program Description (Background)

JOB SUMMARY

At the direction of the supervisor, the primary function of the Senior Program Officer role is to ensure the project goals and outcomes are met on time and in compliance with international Programs guidelines, donor requirements and IMC policies, and support country program in the development and implementation of country mission program activities in coordination with relevant stakeholders.

MAIN TASKS AND RESPONSIBILITIES

  1. In close coordination with the supervisor, review existing monitoring and evaluation systems and develop new systems that will ensure quality program implementation and reporting.
  2. Provide guidance to program staff as required to ensure successful implementation and reporting of programs, grants, and contracts.
  3. Monitor the progress of each project and assist with the identification of issues which may affect the quality of program performance and consequent program adjustments.
  4. Respond to donor inquiries regarding program activities as directed.
  5. Coordinate the production of various informational grant program-related documents upon request by supervisor or senior management.
  6. Coordinate weekly meetings with national program staff as directed.
  7. Support the development of new project proposals for institutional and private donors.
  8. Contribute to program reporting.
  9. Identify program funding opportunities and securing donor meetings for Country Director.
  10. Assist field programs when needed.
  11. Maintain flexibility to take on added responsibility as and when needed.
  12. Work with HR to assist with the recruitment of program staff, building technical and planning capacities and supporting them to achieve their full potential in program implementation.
  13. Assist in Staff capacity building.
  14. Mentor the program implementation team ensuring that staff achieve the program's expected results on time and within quality standards.
  15. Maintain frequent communication with supervisor and wider team in the country mission to ensure program activities and objectives are communicated.
  16. Interface with national government and relevant agencies as necessary as required.
  17. Perform other duties as assigned. The duties and responsibilities listed in this document are representative of the nature and level of work assigned and not necessarily all inclusive.
Job Requirements

MINIMUM QUALIFICATIONS

  1. Typically, master's degree in public health, International Development and/or in a relevant field of study.
  2. At least 4 years' experience in program design and evaluation, of which at least one year in developing countries or resource deprived environment or equivalent combination of education and experience.
  3. Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs.
  4. Cross-cultural awareness and insight into health care issues.
  5. Ability to exercise sound judgment and make decisions with limited supervision.
  6. Extremely flexible and can cope with stressful situations and frustrations.
  7. Ability to relate to and motivate local staff effectively.
  8. Creative and able to work with limited resources.
  9. Team player and strong communication skills, both oral and written.
  10. Proficient in computer applications, especially with MS Word and MS Excel; MS PowerPoint a plus.
  11. Must have excellent English written and oral communication skills and the ability to work collaboratively with other departments within International Medical Corps, donors, non-governmental organizations, and the private sector.
