INTRODUCTION TO GGGI

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.

GGGI supports stakeholders through complementary and integrated workstreams in green growth planning, policy development, investment, implementation, and knowledge sharing that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans. GGGI's interventions emphasize change in four priority areas considered to be essential to transforming countries' economies including energy, water, land-use and green cities.

Project Background

The objective of this expert position is to support GGGI in assisting the Government to coordinate and implement a national-level stakeholder dialogue and strategic planning process that results in the development of a low emission development strategy (LEDS). The work will include conducting extensive analysis, preparing greenhouse gas emissions and development scenarios, and identifying policy and financing options and priorities.

Countries are invited to produce LEDS in the Paris Agreement to provide a roadmap for decarbonization in the long-term, through 2050. Understanding a country's options for decarbonization is particularly useful in the context of the Nationally Determined Contributions (NDCs), which are five-year mitigation and adaptation targets. However, only three developing countries have developed and submitted LEDS to date. The Paris Agreement indicates that countries should develop and submit their LEDS before 2020 or soon thereafter. These long-term decarbonization pathways can then be used to benchmark against revised and new NDCs.

The overall aim of the LEDS will be to enhance the Government's ability to plan for decarbonization of its economy in the long-term by providing a framework and a pathway for a progressive revision and enhancement of targets under its NDC to reduce CO2 emissions to 2030 and beyond. The overall impact of the project is that the country will continue to take the lead in setting a pathway to a low carbon future and will be able to effectively plan to reduce its GHG emissions and contribute to the implementation of the Paris Agreement.

The LEDS project is organized around four outputs aligned with the LEDS process.

  • Output 1: LT-LEDS Process Organized - Institutional Arrangements, Coordination, and Multi-Stakeholder Engagement Process Established and current national context assessed
  • Output 2: Climate Actions Analyzed - BAU and Low Emission Development Scenarios Developed and Analyzed
  • Output 3: Finance, Implementation, Mainstreaming and Monitoring and Evaluation (M&E) systems established/ improved
  • Output 4: LT-LEDS Document for Pakistan prepared

Benefits

The overall aim of the LT-LEDS development is to enhance the Government of Pakistan's ability, to plan for low emission and climate resilient development in the long-term, by providing a framework and pathway for a progressive revision and enhancement of targets under its NDC to reduce GHG emissions and achieve its climate resilience objectives to 2035 and beyond. The specific objective of the proposed work is to support the Government to develop a robust and comprehensive LT-LEDS through a participatory stakeholders' consultation process and describing the pathways to low-carbon and climate resilient development of Pakistan, for reaching climate neutrality by 2050 while realizing multiple development benefits. The overall impact of the project is that Pakistan will be able to set its pathway to a low carbon and climate resilient future and to effectively plan to reduce its GHG emissions and enhance its climate resilience through targeted interventions and sustained actions, while simultaneously, achieving multiple development objectives and contributing to the implementation of the Paris Agreement. The LEDS will:
  • Identify the potential evolution of specific sectors (e.g. power, transport, forestry, etc.) in a business-as-usual (BAU) scenario (i.e., in the absence of additional low carbon policies and actions);
  • Identify technically and politically feasible low-carbon development options that have the potential to mitigate GHG emissions and enhance resilience.
  • Assess the mitigation potential of low- carbon options, as well as costs and financing options.
  • Development of a Business as Usual (BAU) and LT-LEDS scenarios in priority sectors, and at the economy wide level.
  • Prioritize and assess pathways and climate actions based on their mitigation as well as associated costs and investment requirements,
  • Assessment of the macroeconomic effects and socio-economic benefits of low carbon and climate resilient interventions to inform the development of the LT-LEDS towards an economically robust low carbon and climate resilient pathway.
  • Development of a finance plan, and improvement of institutional and M&E structure as part of the LT-LEDS process.

Objectives/Purpose Of The Assignment

The purpose of the AFOLU expert position is to support the agriculture, forestry, and other land use (AFOLU) components of the LEDS through an analysis to determine the emissions baseline, business-as-usual (BAU) scenario, and low emission development scenarios; writing relevant AFOLU-focused sections of the LEDS report; and preparing and delivering presentations to key government and non-government stakeholders to inform and lead to decisions on priority LEDS pathways. The AFOLU section of the LEDS will cover at a minimum natural and plantation forests, agricultural activities (livestock, sugarcane, rice cultivation, and other crops), and fertilizer and manure use, where emissions are relevant.

Delivery
  • The expert will primarily support activities specifically focused on the AFOLU sector up to 2050, including:
  • Produce evidence-based research to assist the country in developing their low emission development strategies in the AFOLU sector.
  • Analyze data and information, assess results and draw conclusions, prepare and present results to internal and external stakeholders, and draft and compile technical reports for the AFOLU sector.
  • Contribute to knowledge generation on topics related to long term low emission and climate resilient development in the AFOLU sector, and making this knowledge available and accessible to policymakers and the public through various publications and outreach methods.
  • Assist in developing a baseline and business as usual (BAU) scenarios to the year 2050 incorporating the data and projections for the AFOLU sector, related GHG emissions, and future climate conditions based on the national GHG inventory.
  • Collect sectoral data (in close collaboration with international AFOLU expert and focal points and country counterparts) to develop business as usual (BAU) projections for the AFOLU sector.
  • Assist the modeler to project the AFOLU greenhouse gas emissions, based on baseline, BAU, and alternative scenarios up to 2050.
  • Identify feasible low-carbon development options in the AFOLU sector that have potential to mitigate GHG emissions and enhance resilience,
  • Contribute to the prioritization of sector-level assessments of public policies and investments required for implementing the selected low carbon options in the AFOLU sector
  • Contribute to cost – benefit analysis and marginal abatement cost analysis of low carbon actions and scenarios in the AFOLU sector.
  • Align and use the newly collected primary data by the govt/GCISC in the AFOLU sector
  • Identify and propose policy and financing options and an implementation plan that can help to realize the mitigation potential quantified.
  • Prepare written reports on the AFOLU low emission scenarios and implementation plan which will be part of the AFOLU section of the LT-LEDS documents.

Output/Reporting Requirements/Deliverables

The expert will report regularly to the Global technical Lead and Project Lead-in country (Program Lead- GGGI Country Office). The expert will work very closely with GGGI international staff technical specialist on AFOLU sector.

Proposed deliverables to be produced and provided to GGGI include:
  • Submission of an inception report
  • Submission of a report on the baseline, BAU scenario, and alternative scenarios from a given year up to 2050, including tables, charts, graphics, and reference list, to be used for LEDS documents.
  • Submission of a report after attending all provincial level workshops and presenting the work and facilitating discussions with the stakeholders'
  • Submission of the data to the modeler to project the AFOLU-related greenhouse gas emissions from the given year up to 2050.
  • Submission of a written AFOLU chapter in LEDS document including tables, charts, graphics, and reference list; and
  • Submission of a document include details of collected data/database organized in Microsoft Excel or other easily utilized file format, including complete sets of final data tables/datasets, charts, tables, graphics, tools, models, written reports, and all other materials and resources used to prepare the AFOLU-related baseline, BAU scenario, and all alternative scenarios in electronic format.

Qualifications/Experience/Expertise
  • An advanced university degree in discipline involving sustainable development, green growth, sustainable landscapes, agriculture, forestry, land use or a closely related field.
  • At least 7 years of professional experience in developing countries and/or in the Asia region.
  • Direct prior experience working with government institutions, intergovernmental organizations (IOs), academic institutions, and/or non-governmental organizations based in Asia/Pakistan.
  • Direct experience working on AFOLU-related emissions accounting, analysis, and scenario development; such direct experience in Asia/Pakistan is a significant strength.
  • Strong command of utilizing Microsoft Excel, Microsoft Word, and Microsoft PowerPoint software.
  • Excellent analytical skills, critical thinking ability, and data gathering skills; and
  • Strong writing skills in English are required.
