The project aims to enhance the operational preparedness and effectiveness of law enforcement personnel in Pakistan through the construction of simulation training facilities that replicate real-world urban environments.

Project Objectives:
  • To provide immersive, practical training experiences for officers
  • To improve officers' decision-making and tactical skills

The project will be managed by UNOPS and involve collaboration with key stakeholders to ensure successful implementation.

The simulation training facilities will consist of a mock city, mine garden, classroom, and paintball operations area. The mock city will replicate urban environments with buildings, streets, and public spaces, allowing officers to train in urban operations.

The project will also incorporate sustainability measures, gender mainstreaming, and adherence to quality standards.

Functional Responsibilities:
Technical Assistance:
  • Study the scope of civil works/minor upgrade works/infrastructure/solarization works and support the Project Manager in planning and implementing these infrastructure activities.
  • Review minor upgrade work plans/drawings presented by the contractor during the planning and procurement phases (design and rehabilitation/renovation).
  • Oversee construction quality at assigned sites and ensure work is performed as per specifications by the contractors.
  • Coordinate with end-users at field level and proactively resolve issues that may arise due to contractor operations.
Required Skills and Qualifications:
  • Completion of secondary education is required.
  • A first-level university degree in civil or construction engineering is desirable but not required; it may substitute for 4 years of work experience.
  • 6 years of experience in general construction works and/or site supervision is required.
  • Experience using AutoCAD is highly desirable.
  • Knowledge of quantity surveying and local context is preferred.
