Human Resources Manager

Job Summary

We are seeking a skilled Human Resources Manager to oversee all HR issues in personnel management, policy and procedures, record keeping, contractual and legal matters, training, and the design and implementation of HR administrative systems.

Key Responsibilities
  • Ensure up-to-date maintenance of HR and personnel files for Peshawar-based programs and liaise with field staff regularly.
  • Develop, organize, and follow a hiring practice in coordination with relevant supervisors.
  • Liaise with government offices on all personnel issues to ensure compliance with government system policies.
  • Assist in the entire process of hiring, probation, evaluation, promotion, and termination of staff.
  • Provide updated orientation packages and arrange presentations for new staff.
  • Work with regional coordinators and field managers to ensure accurate staff evaluations.
  • Identify training needs and develop internal and external training opportunities for all staff.
  • Monitor and resolve potential personnel problems and achievements.
  • Prepare staff payroll and ensure payroll rosters are accurate and up-to-date.
  • Maintain confidentiality and professionalism for all personnel paperwork, records, and issues.
Personnel Policy Updates

The successful candidate will take a lead role in updating and amending personnel policies and procedures. They will communicate changes to all staff working through appropriate managers or coordinators.

Organization Design/Development and Technical Assistance

This position requires designing, developing, planning, implementing, and marketing staff development orientations, in-service, and training programs for managers, supervisors, and support staff. The focus is on quality management systems, management skills, and other training as needed based on identified needs.

Insurance, Properties, and Leases
  • Liaise with authorities and/or agencies to develop standard medical insurance for staff.
  • Maintain a system of medical claims as a substitute for medical insurance policies.
  • Track EMPLOYER leases and recommend renewal in a timely manner.
Contractual/Legal Matters
  • Submit staff contracts and agreements for approval and signature.
  • Track contracts and undertake extensions or renegotiations in a timely manner involving the relevant supervisor.
  • Promote and uphold mandatory reporting procedures.
  • Evaluate compliance to applicable laws and principles.
Additional Responsibilities
  • Provide regular verbal feedback and reports to the Chief Administration Officer.
  • Ensure personal staff expenses are reimbursed or properly deducted from salary.
  • Update organizational reference sheets on a monthly basis.
  • Visit field sites to follow up on personnel issues.

Qualifications and Skills:

  • High degree of computer literacy; Excel and Word are essential.
  • Familiarity with interpretation and application of policies, rules, and regulations, staff entitlements, and benefits.
  • Ability to prepare clear and concise reports.
  • Able to work in collaboration with both national and international staff.
  • Demonstrated ability to supervise staff and promote a team environment.
  • Excellent organizational skills and ability to determine priorities and respect deadlines.
