Education Specialist - Teacher Cadre Development

We are seeking a highly skilled Education Specialist to support the development of a dedicated ECE teacher cadre and accompanying service rules.

  • This consultancy aims to define the structure, roles, and responsibilities within the ECE cadre, develop career pathways, recruitment mechanisms, qualification standards, and continuous professional development requirements.

The successful candidate will work closely with government officials, education stakeholders, and international partners to ensure alignment with provincial, national, and international best practices and legal frameworks.

Key Responsibilities:
  1. Develop a comprehensive ECE teacher cadre framework, including entry points, qualifications, induction procedures, in-service training, performance evaluation, and career progression pathways.
  2. Conduct a desk review of existing policies, regulations, and frameworks related to ECE and teacher management in Balochistan and other provinces in Pakistan.
  3. Facilitate stakeholder consultations and participatory processes to gather inputs from education managers, teacher training institutes, district officials, ECE teachers, and personnel.
  4. Collaborate with the IIEP-UNESCO team coordinator to ensure coherence with broader education reforms and alignment with the ECE Policy, Provincial Education Policy, and Gender Equality in Education Policy.
Requirements:

Academic Qualifications:
Master's degree or higher in Education, Human Resource Management, Public Policy, or a related field.

Professional Experience:

  • At least 10 years of experience in education planning, teacher management, or public sector human resource policy.
  • Proven experience in designing teacher cadres, service rules, or institutional frameworks.
  • Familiarity with decentralized education systems or low-resource contexts.

Skills and Competencies:

  • Strong analytical, drafting, and communication skills.
  • Cultural sensitivity and the ability to engage with diverse stakeholders.
  • Excellent organizational skills.
